Social Service Program Analyst

Contra Costa County’s Employment and Human Services Department is seeking a Social Service Program Analyst to develop, analyze, and distribute policies for various social service programs. This role involves conducting studies, providing recommendations, and performing administrative and budgeting tasks to ensure effective program operation.

Responsibilities

Providing guidance to staff on child welfare and Workforce Services program mandates, as well as county-specific practices
Reviewing and interpreting new policies and program initiatives, then developing clear implementation plans
Assessing the effectiveness of current policies and practices, recommending and implementing necessary updates
Staying up to date on relevant state and federal mandates
Collecting and analyzing data to evaluate workflow and improve service delivery

Required

Possession of a Bachelor's degree from an accredited college or university with a major in business or public administration, social or behavioral science or a closely related field
Two (2) years of full-time (or the equivalent of full-time) experience in either a supervisory or administrative capacity in a public human services agency; or Three (3) years of full-time (or the equivalent of full-time) experience in a public human services agency's child welfare program performing duties at the level of a Social Worker II in Contra Costa County
Ability to communicate effectively, both verbally and in writing
Ability to gather and analyze information to develop well-informed solutions
Ability to work independently while fostering strong collaboration with colleagues
Demonstrates a strong work ethic, commitment to excellence, and eagerness to learn and grow
Ability to represent the Employment and Human Services Department professionally in meetings with stakeholders, other counties, and California state departments

Preferred

Proficient in computers, applications, and technology
Working knowledge of federal, state, and county regulations and policies
Experience administering programs or delivering services related to program eligibility and child welfare
Practical experience collaborating with employees across various bureaus or departments to address complex issues within a large organization
