Homeland Security Training Facility Director
The NYS Division of Homeland Security & Emergency Services is seeking a Director for the Homeland Security Training Facility to lead the programmatic development and operational management of the State Preparedness Training Center. This role includes overseeing staff and resources, strategic planning, program development, and ensuring high-quality training delivery to emergency responder communities.
Government Relations
Responsibilities
Overseeing SPTC personnel, equipment, and resources to facilitate exceptional training
Developing and implementing comprehensive plans for staffing, equipment, security, and overall Center operations, aligning with Division and New York State policies
Directing training needs assessments, curriculum development, and the delivery of residential and mobile courses, ensuring alignment with executive goals
Ensuring high-quality instruction through the selection and management of qualified instructors, role players, and support staff
Collaborating with the Division's Public Information Office and Executive team to develop and execute marketing and PR strategies for the Center
Coordinating the use of the Center by state and non-state entities, managing the programmatic development team, preparing the annual budget, and overseeing all administrative operations
May be required to work overtime, including nights and weekends, as dictated by operational needs
Qualification
Required
Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position for transfer under Section 52.6 as appropriate of the Civil Service Law
Permanent New York State Division of Homeland Security and Emergency Services employee with at least one year of permanent, contingent-permanent, or 55b/c service as a Homeland Security Training Facility Assistant Director
Eleven years of professional training experience, which includes performing needs assessments, preparing curricula, delivering training, and supervising a large training program
Two years of the experience must have been at a managerial level
A bachelor's degree can substitute for four years of the general experience
A master's degree can substitute for an additional year of general experience
