Responsibilities
Serve as Project Manager for the Application Migration and Modernization initiative
Lead and manage large-scale, moderate-to-high complexity projects using hybrid Agile methodologies
Ensure projects are delivered on time, within scope, and within budget
Coordinate across business leaders, product owners, technical teams, and external vendors
Facilitate Agile ceremonies including sprint planning, daily stand-ups, reviews, and retrospectives
Develop and deliver executive-level project updates and presentations
Manage project risks, dependencies, issues, and change requests
Support enterprise-wide planning and systems integration efforts
Ensure compliance with state procurement, fiscal, and contractual policies
Lead contract negotiation and vendor management activities
Coach and mentor junior project managers and project staff
Interpret and apply relevant laws, regulations, and agency policies
Qualification
Required
Bachelor's degree in Business, Public Administration, Information Systems, or a related field
Project Management Professional (PMP) certification – Required
5+ years of experience managing large-scale projects of moderate complexity and risk
Demonstrated experience leading Agile teams and managing full project lifecycles
Agile certifications such as: PMI-ACP (Agile Certified Practitioner), SAFe Agilist (SA), Disciplined Agile Scrum Master (DASM)
Proficiency with Agile project management tools including Microsoft Planner (Premium), JIRA, or similar platforms
Strong written, verbal, and executive-level communication skills
Ability to work independently and manage multiple priorities effectively
Preferred
Master's degree in Business Administration, Public Administration, Information Technology, or a related field
10+ years of project management experience in a government or enterprise environment
Experience leading application migration projects for government agencies
Experience managing complex IT initiatives
Prior experience working with South Carolina state agencies
Knowledge of state government procurement and fiscal policies
Experience with vendor management and contract negotiation
Strong understanding of enterprise systems and cross-agency collaboration
