Homeland Security Program Analyst 2
The NYS Division of Homeland Security & Emergency Services is focused on ensuring public safety and countering threats. The Homeland Security Program Analyst 2 will conduct research and policy analysis on foreign malign influence and coordinate with stakeholders to support homeland security initiatives.

Responsibilities
Plan, coordinate and conduct research and policy analysis on countering foreign malign influence, security and risk topics related to homeland security, infrastructure security, physical and cyber risk convergence, public safety issues and national priorities
Communicate and coordinate with agency stakeholders and partners in the public and private sector to insure they are meeting the specific objectives of homeland and public safety services programs, policies and strategies
Assess counterintelligence issues, including working with internal and external partners, reviewing, evaluating and commenting on topics such as economic espionage, elicitation and insider threats
Support the development and delivery of Foreign Malign Influence and Counterintelligence Awareness and Security Briefings to designated critical infrastructure, local government, education and private sector entities
Manage site/field visits to ensure partners/stakeholders are knowledgeable and up to date on C-FMI program initiatives
Prepare position papers and briefings to support C-FMI initiatives, assess performance, and identify staff and financial resource requirements
Conduct analysis on foreign collection methods and support development of indicators and countermeasure resources
Assist the Intelligence Analyst 1, SG-25 in developing, maintaining and delivering training for state agencies, authorities and critical infrastructure partners/stakeholders on the risks of foreign malign influence and foreign intelligence collection
Develop and maintain expertise on tradecraft and geopolitical interests of assigned states and countries with interests and presence in New York State
Develop briefings for State agencies meeting with foreign representatives, assist in conducting briefings, and conduct vetting required prior to the event
Develop and maintain knowledge and expertise in the use of a variety of intelligence gathering, data management and monitoring tools critical to the C-FMI program mission
Prepare and disseminate a range of homeland security products including products focused on counter- intelligence, critical infrastructure threats and security, ensuring the content contains pertinent and up to date information, warnings, and indicators of terrorists and terrorism activities, as well as best practices for prevention, protection and mitigation
Oversee and coordinate team staff and activities; perform all required supervisory responsibilities
Possession and maintenance of a valid Driver's License issued by the Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the position
Qualification
Required
One year of permanent service as a Homeland Security Program Analyst 1
Seven (7) years of experience in intelligence analysis, homeland security, counter terrorism, emergency preparedness analysis and assessment, or investigations
Possession and maintenance of a valid Driver's License issued by the Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the position
Preferred
An associate degree may substitute for two years of experience
A bachelor's degree may substitute for four years of experience
A master's degree may substitute for five years of experience
A doctorate may substitute for six years of experience
