Supervisory Criminal Investigator (Assistant Special Agent-in-Charge)

The Bureau of Land Management (BLM) is seeking a Supervisory Criminal Investigator to oversee the law enforcement program in Anchorage, AK. This role involves supervising Special Agents, managing investigative operations, and providing counsel on investigative law enforcement issues.

Responsibilities

Directly supervises the work of 2 or more Special Agents and provides oversight over journeyman level Special Agents
Responsible for the implementation and management of the law enforcement program
Responsible for the quantity and quality of all investigative work products
Oversees and reviews investigative priorities; the efficiency and effectiveness of investigative operations conducted by Special Agents and the quality control of work products
Develops general investigative strategies and tactics, and organizes multi-discipline and/or multi-agency teams of federal, state, and local law enforcement personnel
Approves or disapproves Reports of Investigation, and case referrals to the Department of Justice
Provides counsel to line managers on investigative law enforcement and security issues

Appointment will be subject to a favorably adjudicated background/suitability investigation/determination. Failure to possess or obtain a favorable determination will result in the cancellation of the offer or will be grounds for termination
Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory probationary period if one has not previously been completed
Incumbent must maintain a delegation of law enforcement authority
An applicant appointed to this position must possess and maintain a valid state driver's license while employed in this position
Applicant(s) tentatively selected for this position will be required to submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment. In addition, this position is subject to random testing for illegal drug use
If selected for this position, you will be required to complete a Confidential Financial Disclosure Report, OGE-450 within 30 days of reporting to duty. You will be required to provide this information annually
Applicants appointed to this position must possess and maintain a valid state driver's license
Duties may require the incumbent to perform irregular or occasional overtime per week. The position may qualify for LE Availability Pay
Candidates under consideration will be required to certify whether they have ever been convicted of a misdemeanor crime of domestic violence. False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment
Must complete a Criminal Investigator Training Program (CITP) or equivalent at the Federal Law Enforcement Training Center (FLETC) within 12 months of appointment if one has not been completed
Driver's License required – GSA Form 3607 will be required to be completed during the onboarding process
In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement(s); please be sure to include this information in your resume. No assumptions will be made about your experience. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled. To qualify for the GS-13 grade level, 1 year of specialized experience equivalent to GS-12 is required
Prior experience as a Law Enforcement Officer carrying out duties involving the investigation, apprehension, and/or detention of persons suspected or convicted of offenses against the criminal laws of the United States. This experience must be documented in the online application or resume with specific to AND from dates (MM/YY), description of work performed, AND hours worked per week
An applicant selected for this position must successfully complete or have previously completed the Criminal Investigator Training Program (CITP) or an approved equivalent training program at the Federal Law Enforcement Training Center (FLETC). If CITP or equivalent has not been completed upon entry on duty, they must complete the program within 12 months of appointment to the position
Incumbents in this position must successfully complete 40 hours of in-service training annually. For secondary law enforcement positions, in-service training requirements include participation in the Physical Efficiency Battery (PEB)
An applicant tentatively selected for this position will be required to complete and receive a favorably adjudicated background investigation clearable for access to Top Secret classified information prior to his/her appointment
This is a secondary/administrative law enforcement position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age policy, the selectee must have prior service in a primary position (3 years of service in primary/rigorous position(s)), and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage
