Procurement Officer II

They are seeking a Procurement Officer II to oversee purchases for the O’Berry Neuro-Medical Treatment Center, ensuring compliance with purchasing regulations and managing procurement staff.

Responsibilities
Responsible for the supervision of assigned procurement staff
Review and approval of all facility orders within the electronic procurement platform to ensure compliance, including validating required documentation is attached for all procurements
Make determination of appropriate acquisition procedure such as using State Term Contracts, obtaining quotes, soliciting bids based on the nature of requisition item(s) and dollar thresholds
Analyze contract requirements and special provisions to ensure compliance with appropriate laws, regulations, and business unit procedures
Development, review and preparation of contractual documents such as RFIs, RFQs, iRFQs, IFBs, RFPs MOUs, MOAs, personal service agreements, and sole source agreements
Assist business owners in developing and clarifying performance measures, deliverables, standards and effective evaluation criteria
Preparing specifications, evaluating bids, quotes, making awards, approving requisitions to purchase and contract, reconciling invoices, confirming purchase orders for emergencies, seeking out new/alternate products/services for the Center, under supervision of the Facility Type Manager
Overseeing Procurement Card (PCARD) Management at the Facility. Ensure compliance with departmental policy through random internal PCARD audits. Oversee and delivery of required annual PCARD training
Creating and delivering procurement-related training or guidance through the use of electronic procurement platforms and with PCARD to facility stakeholders
This position is responsible for the high dollar volume of purchase requirements associated with the DSOHF facility
Qualification
Required
Bachelor's degree from an appropriately accredited institution and two years of procurement experience; or equivalent combination of education and experience
North Carolina Contract Manager Certification required within the first (1st) year of employment
Thorough knowledge of accepted practices, principles, methods, and procedures of governmental or private sector purchasing
Demonstrated experience using automated procurement platforms and tools to streamline purchasing processes and ensure compliance
Knowledge of State of North Carolina procurement rules and regulations as established by DOA - Division of Purchase and Contract and Department of Information Technology
Documented experience in writing effective formal solicitations (ie: IFBs, RFQs, RFIs, RFPs) and other solicitation methods to procure goods and services
Proficiency with Microsoft Word and Excel
Must have management experience
