FY 26-60 Project Manager IV
The Texas Facilities Commission is seeking a Project Manager IV to oversee high-risk, high-dollar capital construction projects. The role involves leading project planning, execution, and delivery while providing guidance to other project managers and ensuring alignment with agency priorities.

Responsibilities
Leads and oversees multiple high-dollar, high-complexity capital projects and/or project portfolios, ensuring alignment with agency priorities and strategic objectives
Serves as senior project authority and primary point of contact for executive leadership, client agencies, governing boards, and external partners
Directs and evaluates projects using advanced project management methodologies, establishing best practices and standards for project execution
Accountable for overall project and portfolio performance, including scope, schedule, budget, quality, and risk outcomes
Initiates and leads multi-agency, enterprise-level, or legislatively significant projects, securing executive authorization and stakeholder commitment
Defines and approves project scopes, objectives, and delivery strategies, balancing risk, cost, schedule, and operational impact
Develops, reviews, and approves project budgets, schedules, forecasts, and resource plans, recommending corrective actions and implementation strategies to senior management
Provides executive-level analysis and recommendations related to project feasibility, funding strategies, delivery methods, and risk mitigation
Reviews, evaluates, and recommends professional services proposals, construction bids, contract amendments, and change orders for executive approval
Prepares and delivers executive briefings, Commission materials, and formal presentations to executive leadership and the Texas Facilities Commission
Oversees contract administration for assigned projects, including payment certifications, claims coordination, and complex change management
Ensures compliance with insurance, statutory, regulatory, and contractual requirements, coordinating with Insurance, Legal, Fiscal, and Executive Administration
Provides senior-level fiscal oversight, monitoring encumbrances, expenditures, forecasts, and project balances across multiple projects
Identifies systemic project risks and trends and develops mitigation strategies at both the project and portfolio level
Ensures quality assurance and quality control across project deliverables, enforcing technical standards and contractual compliance
Establishes and enforces documentation standards and project execution plans, ensuring consistency across the project management team
Coordinates complex project activities with other state agencies, governmental jurisdictions, and private-sector partners
Provides leadership, mentoring, and functional supervision to Project Manager III and II staff; supports training, onboarding, and performance development
Performs related work as assigned
Qualification
Required
Graduation from an accredited four-year college or university with major coursework in architecture, engineering, construction management, or a related field
Five (5) years progressively responsible experience in architectural or engineering practice or construction project management, including four (4) years supervisory or lead worker experience
Experience in architectural and/or engineering design work
Ability to maintain the security or integrity of the infrastructure of the State of Texas
Required Valid State of Texas Class 'C' driver's license
Extensive to Expert-level knowledge and proficiency of project management theories and practices applicable to mid- and large-sized scope complex projects
Expert knowledge of architectural, engineering, and/or construction management principles, techniques, and procedures
Senior Advanced knowledge of local, state, and federal laws and regulations relevant to project management and administration
Advanced knowledge of construction administration, coordination and inspection/observation of construction projects
Proficient skill in the utilization of standard principles and practices applicable to architecture and/or engineering design work
Proficient skill in the use of personal computers and applicable programs, applications, and systems
Proficient skill in coordinating and scheduling activities and resources
Proficient skill in budget planning and development
Skill in presentation and negotiation
Demonstrated ability in the use of Computer-Aided Design (CAD)
Demonstrated ability to perform and produce design work according to the standard methods applicable to architectural and/or engineering practice
Demonstrated ability to lead multidisciplinary teams, manage competing priorities, and make high-impact decisions
Demonstrated ability to gather, assemble, correlate, and analyze facts and information
Demonstrated ability to exercise sound judgment in making critical decisions
Demonstrated ability to establish goals and objectives
Demonstrated ability to meet deadlines
Demonstrated ability to coordinate multiple projects simultaneously
Demonstrated ability to prepare reports
Demonstrated ability to plan, assign, and supervise the work of others
Demonstrated ability to mentor, and develop professional staff
Demonstrated ability to communicate effectively, both orally and in writing to executive staff and governing boards such as the Texas Facilities Commission
Preferred
Licensed Architect or registered Professional Engineer preferred or similar relevant project management experience
