Human Resources Specialist 1/Trainee 1/2
The NYS Office for People With Developmental Disabilities is dedicated to providing care and ensuring the health and safety of individuals with developmental disabilities. They are seeking a Human Resources Specialist 1 who will supervise various HR activities including recruitment, examination, and placement of staff, while also managing employee conditions of employment and supporting labor relations processes.

Responsibilities
Perform and supervise the performance of various human resources activities such as staffing services
Identify staffing needs
Confer with various parties to ensure the timely filling of vacancies
Participate in the interview process
Implement decentralized examinations
Create job postings
Process personnel transactions
Establish and maintain a working relationship with potential recruitment sources
Conduct job audits
Prepare agency classification requests
Involvement in the orientation of newly hired employees
Monitor and assist employees with conditions of employment
Manage leave, worker’s compensation, Family and Medical Leave Act, labor relations, and disciplinary processes
Qualification
Required
Candidates must be reachable for appointment on the current Civil Service eligible list, Professional Careers Opportunity (PCO) or Public Administration Traineeship Transition (PATT). Appointment may be made at the traineeship level
For Human Resources Specialist Trainee 1, NS (equivalent to SG-14): a bachelor's or higher degree
For Human Resources Specialist Trainee 2, NS (equivalent to SG-16); a bachelor's or higher degree and one year of professional human resources experience
For Human Resources Specialist 1: a bachelor's degree and two years of professional human resources experience
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience
Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education
If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency
Possess the minimum qualifications for this title as established by the Department of Civil Service and listed on the most recent exam announcement
Meet the applicable minimal mental and/or physical requirements for the job (with a reasonable accommodation, if necessary)
Have a current Eligibility Letter from the NYS Department of Civil Service, www.cs.ny.gov/rp55/ and be able to provide it to the Human Resources Office upon request
Preferred
Candidates should have skills for independent organization, prioritization, and multi-tasking
Strong computer skills and organization are a must
