Senior Analyst - Budget

The City of Colorado Springs is seeking a Senior Analyst - Budget to perform complex professional and analytical duties in support of the City's Finance Department. This role involves planning, coordinating, directing, and evaluating systems and procedures related to budget analysis and reporting.

Responsibilities

Analyze proposed capital, personnel, operating, and maintenance expenditure budgets
Analyze problems, identify alternative solutions, and make recommendations
Review and analyze technical documents and proposals
Track and analyze budget expenditures, operational issues, and financing requirements
Maintain detailed records; prepare professional reports and develop presentations of composite data
Recommend and develop reports and analyses related to the impact of budgetary decisions
Develop multi-year revenue forecasts; prepare and analyze financial and fiscal reports; and analyze statistical data
Assist with the development, coordination, and preparation of the annual budget and the Annual Comprehensive Financial Report
Recommend and participate in various organizational studies and analyses
Lead complex projects that may include cost allocation, fiscal impact analyses and capital project planning
Coordinate the collection, evaluation, and interpretation of information and data
Coordinate project activities with other City departments, divisions, boards, committees, task forces, external organizations, and the public

Required

Bachelor's degree from an accredited college or university with major coursework in a related area of study
Five years of full-time, professional experience in a related field
Knowledge of the policies affecting budgetary, fiscal record-keeping, and data management procedures
Knowledge of budget preparation and administration
Knowledge of pertinent federal, state, and local laws, codes, and regulations
Excellent oral and written communication skills
Ability to establish and maintain effective working relationships
Ability to perform job duties with a high degree of accuracy
Ability to work effectively in a team environment
Ability to communicate clearly and concisely, orally and in writing

Preferred

Proficiency using Microsoft Office Suite
Experience working in a municipal government environment
