Responsibilities
Issues highway project plan notifications to agency and utility companies
Independently researches and applies Federal and State regulations, local rules, and department policies as they relate to utilities operating in the states highway rights-of-way
Coordinates relocation agreements with utility companies working directly with company management and attorneys
Orders utility services for agency facilities
Responsible for managing conflicts with utility companies
Conducts negotiations with utility companies on complex issues
Assists with Utilities Section oversight in the absence of the supervisor
Prepares materials for and conduct meetings, training seminars, etc
Travels and attends meetings throughout the state
Qualification
Required
Bachelor's Degree (typically in Engineering)
0-2 years of progressive work experience (typically in Transportation occupational group) with acquired knowledge at the level of a Utilities Specialist
3-5 years of progressive work experience (typically in Transportation occupational group) with acquired knowledge at the level of a Utilities Specialist (if education & experience substitution is applicable)
Knowledge of engineering design principles
Knowledge of land descriptions and land rights
Knowledge of utility industry standards
Knowledge of cartography and engineering design plan and cross section reading
Knowledge of time management and multi-tasking
Skills in public speaking and telephone etiquette
Skills in technical, legal, and creative writing
Skills in development of cost estimates
Knowledge of Microsoft Office and the use of online applications
Ability to deal with difficult people and situations
Ability to develop and maintain good relationships
Ability to read, interpret and enforce local, state, and federal laws rules and regulations
