Financial Management Analyst, PCF

Support SSC/PCF (NH-0501-03, GS-12/13 equivalent)
Providing, planning, organizing, and performing financial management functions involving the formulation, justification or execution of budgets, programs or projects
Develops cost estimates, plans, programs and budgets
Provides guidance to all levels of management
Qualification
Required
Must be a U.S Citizen
Must be able to obtain and maintain a Secret security clearance
Safeguards classified or sensitive budget-related information and/or files
May be required to work overtime on an unscheduled or emergency basis
Eligible for situational telework only, including Emergency and OPM prescribed 'Unscheduled Telework'
Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments
PCS / relocation funding is authorized
This position is designated a NON-CRITICAL APDP position
Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year
The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position
Employee must within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, 'Confidential Financial Disclosure Report.'
Familiar with the DoD Planning, Programming, Budgeting, and Execution (PPBE) process, serving as budget analyst for an Acquisition Category (ACAT) I program
One year of specialized experience equivalent to the next lower pay band NH-02 (GS-12 equivalent) providing, planning, organizing, and performs financial management functions involving the formulation, justification or execution of budgets, programs or projects; develops cost estimates, plans, programs and budgets; and provides guidance to all levels of management
Bachelor's degree in business or a related field and DoD Financial Management Certification a plus
Effective communicator; skillful organizer; stakeholder focused; successful collaborator; learning agility
Knowledge of processes and procedures related to program management and strategic planning activities needed to execute projects and/or studies within established financial and time constraints
Ability to encourage new ideas and innovations; manage human, financial and information resources strategically and build coalitions to achieve common goals
Skill in working with customers to assess needs, provide assistance, resolve problems, and satisfy expectations
Ability to persuade others to accept recommendations, negotiate mutually acceptable solutions and execute projects and/or studies within established financial and/or time constraints
Ability to develop and maintain effective relationships and to communicate effectively, both orally and in writing
Ability to organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes
Knowledge of quantitative techniques and methods used to develop, adapt, modify and apply models to resolve problems or define and clarify alternative solutions
