City Clerk/Executive Assistant
NEOGOV is seeking a City Clerk/Executive Assistant for the City of Arlington, Washington. This position provides guidance on city clerk issues and offers administrative support to the City Administrator, while performing various tasks related to city management and public records.

Responsibilities
Performs all duties of the City Clerk as prescribed by law
Prepare and publish meeting notices, agendas, and legal notices in accordance with established procedures and legal requirements
Coordinates election activity and serves as liaison with Snohomish County and the Public Disclosure Commission
Oversee the functions related to issuing various licenses and permits
Attends Council meetings and workshops (and any special meetings); assure accurate recording of proceedings and preparation of minutes and their recording and filing for public record in compliance with State regulations; prepares Council minutes for review and approval
Assures compliance of Council, Boards and Commissions with the Open Public Meetings Act
Answer all in-coming calls, maintain calendar, schedule and coordinate meetings
Maintain good communication with City Council and Department Directors
Set up and coordinate interdepartmental, inter-agency, and other meetings, assembling and distributing agendas, notifying participants, and making room reservations and arrangements
Research, assemble and compile data from varied sources and make summary reports as required. May involve statistical calculations, tabulations and graphing
Coordinates codification of ordinances into City's Municipal Code
Perform special projects and research activities as directed
Initiate routine correspondence, reports and other similar matters as required. Develop own content as authorized
Assist the general public by responding to questions regarding actions of City Council and the Executive Department within scope of knowledge and as authorized
Maintains information on City website
Agent to receive Claims for Damages; coordinates discovery requests in legal actions against the City
Assists with the risk management program which includes serving as insurance pool delegate, coordinating the processing of liability and/or property claims, reviewing insurance and indemnity requirements for contracts and performance bonds, coordinating/conducting Oath of Office training for city officials and staff, and maintaining coverage schedules of city facilities, vehicles, and property
Serves as official custodian of city records and public documents; receives legal filings and routes to counsel and other individuals as necessary; attests by signature to ordinances, resolutions, contracts, easements, deeds, bonds and other documents as required
Oversee city’s records management program which includes maintenance of records retention and disposition schedules, archival of official city documents and action of the City Council
Agent to receive and coordinate processing of public records requests in accordance with state law
Predictable and regular attendance required
Qualification
Required
High school diploma or GED
U.S. Citizen or legally eligible to work in the United States
BA in Business, Records Management, Information Management, Library Sciences, Public Administration or a closely related field
Three years' experience in a responsible administrative position, preferably as an executive assistant and/or City Clerk
Valid Washington State Driver's License and a driving record acceptable to the City
Certified Municipal Clerk (CMC) Certification or ability to obtain within twenty-four (24) months from date of hire
Certified Records Manager Certification (CRMC) or ability to obtain within twenty-four (24) months from date of hire
Certification as a Washington State Public Records Officer (CPRO) and maintain certification or ability to obtain within the first six (6) months of hire
Ability to obtain Notary Public within six (6) months of hire
Successfully pass a background check
