Operations Manager - Human Resources
Hmong Home Health Care is seeking an adaptable, collaborative, and process-oriented manager to lead their HR Operations team. The individual will be responsible for overseeing the onboarding processes for community-based caregivers and optimizing operational workflows.

Responsibilities
Lead the HR Operations team and oversee the onboarding of community-based caregiver employees , ensuring efficient, effective and service-oriented onboarding, orientation, and training
Manage a team of four HR analysts responsible for accuracy of repeatable onboarding tasks and manage employee relations for remote workers
Manage the HR and onboarding process for caregivers, including efficient processing of applications, backgrounds checks, individual provider enrollment, and support for orientation, annual training
Provide reports and collaborate with leaders of remote payroll and billing teams that support cyclical bi-weekly payroll and billing periods
Conduct employee relations interactions with both respect and authority, including resolution of caregiver complaints and concerns, ensuring compliance with state and federal rules, and operating within MN licensed program requirements
Manage employee disputes and misconduct with consistency, fairness and empathy
Approach department workflows strategically and drive process improvement to optimize our ability to scale HR operations and respond to program changes, growth and expansion
Identify potential issues and points of friction in the caregiver onboarding processes and identify solutions to maximize efficiency and effectiveness
Partner with internal stakeholders and lead interactions with other departments including intake, customer relationships, time keeping, authorizations, billing, payroll, and programs
Contribute to an inclusive team culture that fosters a sense of belonging for administrative operations team members as well as community-based caregiver employees
Qualification
Required
BA/BS degree related to human resources highly preferred and 4 of work experience in HR operations or a combination of related education and work experience equivalent to eight years
Team management and employee supervision experience highly preferred
Experience managing, motivating, and leading a team
Knowledge of or the demonstrated ability to quickly learn the home care agency industry of Minnesota
Highly motivated with a self-reliant, 'figure it out' mentality
Customer-first mindset combined with knowledge of and discipline of adherence to state and federal employment laws and licensed services rules and regulations
Proactive, solution-oriented thinker
Ability to balance a variety of tasks and prioritize, highly organized and strong attention to detail, with a demonstrated ability to lead / drive process improvement
Excellent interpersonal skills and ability to build consensus and relationships among managers and team members
Conflict and issue resolution skills with the ability to hold sensitive and difficult conversations with empathy
A positive, collaborative, and team-oriented attitude with the desire to coach employees to optimize their performance and professional development
Strong written and verbal communication skills
Fluent verbal and written English and verbal Hmong language skills required for success in the role
Preferred
Experience using case management, EVV, and HRIS software platforms are a plus
Ability to speak Hmong (preferred but not required)
