Responsibilities
Lead planning, execution, and delivery of Jira platform initiatives, including enterprise rollout, enhancements, and optimization
Define project scope, milestones, dependencies, and success criteria in partnership with business and technical stakeholders
Manage multiple workstreams and releases aligned to broader DCFS and State IT initiatives
Ensure deliverables meet quality standards and support scalable, reusable solutions
Apply Agile/Scrum and hybrid methodologies to manage iterative releases and phased implementations
Facilitate Agile ceremonies including sprint planning, backlog refinement, sprint reviews, retrospectives, and release planning
Partner with Product Owners and technical teams to prioritize backlogs and manage delivery commitments
Balance Agile delivery with required State governance, documentation, and approval processes
Develop and maintain detailed project schedules using Jira, MS Project, or equivalent tools
Track budgets, forecast costs, and manage financial reporting
Coordinate internal resources and vendor teams with clear roles and accountability
Identify capacity risks and recommend mitigation strategies
Establish and enforce project governance aligned with State IT standards
Identify and manage project risks, issues, dependencies, and assumptions
Manage change control processes including scope, impact analysis, and approvals
Prepare executive, PMO, and compliance reporting
Serve as the primary point of contact for executive sponsors, business leaders, technical teams, and vendors
Prepare and deliver executive updates, dashboards, and briefings
Support decision-making by presenting risks, options, and recommendations
Build strong cross-functional relationships to ensure alignment and adoption
Define and track KPIs, delivery metrics, and adoption indicators
Oversee dashboards and reporting using Power BI or similar tools
Use data to identify trends, risks, and continuous improvement opportunities
Qualification
Required
8+ years of experience delivering complex, enterprise-scale IT projects
Proven experience leading enterprise platform implementations
Strong expertise in Agile/Scrum and hybrid delivery models
Hands-on experience using Jira for project tracking, dashboards, and reporting
Experience with MS Project or similar enterprise scheduling tools
Strong risk management, change control, and governance experience
Excellent communication skills with executive, technical, and business stakeholders
Demonstrated ability to lead cross-functional teams and drive accountability
Preferred
PMP, PMI-ACP, SAFe Agilist, or similar certification
Public sector or government experience
Experience with integrations such as Adobe Sign, Microsoft Power Platform, and identity/access management tools
Experience with Power BI or enterprise reporting platforms
Experience supporting large-scale organizational change and adoption initiatives
