Youth Program Manager
East Cascades Works is a non-profit organization focused on workforce services and training programs for youth and adults in rural Oregon. The Youth Program Manager is responsible for developing program strategies, managing budgets, and coordinating across programs to ensure effective youth workforce services.

Responsibilities
Provide direct support to EC Works’ Program Directors
Implement strategic vision of the organization at a sub-regional and local level, as established by the Board of Directors and Executive Director
Work collaboratively with other members of the EC Works team to develop strategies for emergent workforce related services that align with the vision of the EC Works board and Executive Director
Coordinate across programs and projects
Collaborate with the EC Works Directors to make strategic and outcome-based investments
Work with EC Works Directors to identify risks and opportunities across multiple programs, strategies and/or resources
Assist Chief Operating Officer with ongoing program monitoring of youth contracts and budgets for compliance and performance
Coordinate with the leadership team to implement corrective action and provide technical assistance when projects or programs are not meeting contract obligations
Prepare board level and grant reports for submission to the EC Works’ Directors
Assist in developing budgets and scopes of work for grant applications and contracts
Support the identification, development, and drafting of grant proposals to secure additional funding for program expansion and sustainability
Convene and facilitate meetings with various key stakeholders, both in person and remotely via use of technology
Develop program standards and protocols that ensure continuous improvement and quality youth workforce services
Partner in the delivery of Rapid Response/Layoff Aversion and Youth Compass services and programs throughout the entire East Cascades region
Provide as well as participate in training and professional development activities to ensure most up to date understanding of key programmatic elements of youth workforce activities
Serve as I-Trac and Talent Hub (MIS systems) point of contact for youth services
Manage youth program contracts throughout the entire East Cascades region
Oversee Youth Compass Program integration in WorkSource Centers throughout the entire East Cascades region
Participate in the One-Stop Operator and continuous improvement activities in the East Cascades region
Participate in Local Leadership Teams in the north, central, and south subregions
Convene and coordinate EC Works youth services contractors including public education (k-20), Youth Career Connect and Youth Compass program partners
Other duties as assigned
Qualification
Required
Bachelor's Degree plus one year working within a youth program or 4 years working in an established youth program with progressively increasing organizational responsibility
Working understanding of the public workforce system in Oregon (WorkSource)
Familiarity with highly regulated Federal funds, including the ability to interpret and apply rules and regulations to field operations
Experience in project and/or contracts management, proficient in project conception and initiation, planning, execution, performance/monitoring, and project close
Experience in workforce development, education, public administration, human resource management, and/or related field
Excellent organizational and time management skills and the ability to prioritize in a fluid changing environment
Must be organized, flexible, self-motivated, thrive in a collaborative environment, enthusiastic, dependable, and detail oriented
Proficient in online meeting platforms, Microsoft Office programs; Outlook, Word, Excel, PowerPoint, and basic troubleshooting
Proficient written and verbal communication skills, including accurate grammar and business correspondence knowledge
Demonstrated team player mentality

Experience with grant writing
Knowledge of Workforce Innovation and Opportunity Act (WIOA)
