Responsibilities

Plans and coordinates complex, high-value procurement activities for the Marine Design Center (MDC)
Acts as a Contracting Officer, committing the government within prescribed authority and coordinating with military and program officials
Provides technical guidance and supports equal employment opportunity initiatives
Conducts market research, prepares solicitations, and leads bid evaluations. Works with Project Delivery Teams (PDTs) to develop performance-based statements of work, determine contract types, and manage source selection processes
Prepares award documents, negotiates terms, and responds to protests, FOIA requests, and congressional inquiries
Monitors contractor performance, ensuring compliance with contract terms, schedules, and specifications
Resolves issues related to mission changes or performance delays and prepares contract modifications
Recommends contract terminations when necessary and ensures timely execution of contract adjustments
Provides cross-branch support within the Contracts Division as needed, assisting with workload fluctuations and fiscal year-end contract award processing

Required

Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees
One year of specialized experience which includes experience in performing pre-award and/or post award functions on a variety of projects and experience in applying contracting policies and procedures, negotiation techniques, and technical requirements to the procurement of supplies, services and/or construction contracts
All positions require the applicant to be a citizen of the United States
Direct deposit of pay is required
This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles
This position requires Contracting Officer Warrant & Back to Basics Certification
