Economic Development Program Manager - Public Transit Department
City of Phoenix is the 5th largest city in the United States, focusing on economic development and community enhancement. The Economic Development Program Manager will lead efforts in attracting private investment and managing projects related to transit-oriented development, while collaborating with various stakeholders to enhance the urban core of Phoenix.

Responsibilities
Initiating research, planning and marketing efforts to generate qualified prospects
Recruiting national developers to advance development of city-owned parcels and well as those under private ownership
Increasing the number of mixed-use developments that align housing opportunities within walking distance of shops, jobs, offices, restaurants, entertainment and cultural centers
Assisting transit-dependent communities with economic recovery by increasing citizen access to jobs, health care, education, and other social amenities by locating key businesses and services along transit infrastructure
Supervision of staff and special projects as assigned
Qualification
Required
Five years of professional experience in urban economic development, public facility or infrastructure development, commercial development, transportation development, workforce development, business assistance, or public and/or private finance
Three of which required management of and decision-making authority for projects or programs
Bachelor's degree in economic development, urban planning, public or business administration, or a related field also is required
Other combinations of experience and education that meet the minimum requirements may be substituted
All finalists for positions are subject to a criminal background check applicable to the department or position
Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage

Experience managing consultants
Experience with financial obligations of a project
Experience with development agreements and contracts
Experience working with elected officials and management/executive staff
Experience with development agreements, land development, plan review, and inspection activity, including an understanding of the financial obligations of a private development project
Experience in civic engagement through identifying and addressing issues concerning the public including performing community outreach and presenting to elected officials
Experience making presentations to various audiences, including elected officials
A Master's degree in economic development, construction management, public or business administration, or a related field is preferred
