Responsibilities
Design and implement secure, documented APIs that provide aggregated datasets to the front‑end dashboard
Implement consistent business rules including enrolment scope, exclusion criteria, and data suppression requirements
Ensure APIs support all data domains within the public reporting database
Create a data availability endpoint to communicate data limitations by agency and metric
Collaborate with internal data staff to ensure all required data elements are accessible and complete
Develop REST or GraphQL APIs following departmental standards and document all endpoints using OpenAPI
Implement versioning strategies and maintain backward compatibility for dependent applications
Support standardized query parameters including domain, metric, year, geography, and LEA type
Define standardized response structures including metadata, dataset details, suppression policies, and payload formats
Implement caching strategies including caching headers and server‑side caching for frequently used queries
Apply security principles ensuring public read‑only access, rate limiting, and monitoring
Ensure no exposure of personal identifiable information and enforce aggregated, suppressed values only
Align API hosting and operations with security and data governance standards
Define extract and transform processes with data management teams ensuring required validations
Support snapshot‑based refresh cadences and produce clear run logs with last refresh timestamps
Implement automated tests validating calculations, suppression rules, and data consistency
Deliver deployed API implementations, OpenAPI specifications, and comprehensive developer documentation
Produce data dictionaries, metric definitions, and data availability endpoints aligned with UI needs
Create operational runbooks for refresh, monitoring, incident response, and onboarding new datasets
Ensure all API responses match documented business rules, meet performance expectations, and comply with security requirements
Provide documentation sufficient for UI development without requiring reverse engineering
Support governance review and approval for definitions, readiness, and API operations
Qualification
Required
Minimum 7 years of experience with Microsoft SQL and RESTful API development
Strong experience building APIs with JSON payloads, OpenAPI documentation, and Git‑based versioning
Experience working within Agile/Scrum methodologies
