Budget Analyst
The U.S. Department of Veterans Affairs is seeking a Budget Analyst to accurately forecast and document the organizational budget. This role is focused on promoting organizational effectiveness and efficiency by ensuring timely use of revenues and expenditures.

Responsibilities
Reviews - edits - and consolidates annual and multi-year budget estimates
Prepares or edits justifications and projected funding needs and ensures data in requests are formally and accurately documented
Monitors the execution of a budget with many different sources and types of funding
Identifies and analyzes trends in the receipt - obligation - or expenditure of funds
Conducts special studies and analysis to develop required data and information for reporting
Prepare administrative reports
Prepares and presents financial briefings
Prepares documents needed to process budget estimates or requests for supplemental appropriations
Performs analyses of budget requests
Develops justification and impact statements - and compiles data to be used in forecasting obligations
Ability to adapt to unforeseen factors and shifts in program direction and emphasis - as well as requests not included in planned programs by exploring alternative funding sources
Detailed - intensive knowledge of the policies - precedents - goals - objectives - regulations - and guidelines of budget formulation
Extensive knowledge of budget execution in order to monitors the execution of a budget with many different sources and types of funding
Ability to analyze and evaluate continual changes in program plans and funding - and their effect on financial and budget program milestones
Ability to analyze financial and budgetary relationships - and develop recommendations for financial and/or budgetary actions

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement
For a GS-11 position you must have served 52 weeks at the GS-09
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials
If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement
In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization
Examples of specialized experience would typically include - but are not limited to: Detailed - intensive knowledge of the policies - precedents - goals - objectives - regulations - and guidelines of budget formulation sufficient to review - edit - and consolidate annual and multi-year budget estimates for assigned medical facility organizations and programs
Extensive knowledge of budget execution in order to monitors the execution of a budget with many different sources and types of funding
Ability to analyze and evaluate continual changes in program plans and funding - and their effect on financial and budget program milestones
Ability to analyze financial and budgetary relationships - and develop recommendations for financial and/or budgetary actions
To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or - 3 full years of progressively higher level graduate education leading to such a degree or - LL.M. - if related

Applicants may also combine education and experience to qualify at this level
