Responsibilities

Manages public communication for the Department creating, planning and managing a variety of programs, which include special projects, and/or ongoing public education/outreach campaigns
Acts as Public Information Officer and assists during emergency operations
Acts as a department liaison with city departments and offices, the general public, and all Large Users and their representatives
Serves as water conservation coordinator; utilizing best management practices to create, implement and manage water conservation programs
Makes presentations and conducts other outreach activities for citizens and community groups regarding utility projects/programs and participates in other public relations activities to promote public awareness
Maintains the department’s website including writing, editing and ensuring content is updated to maintain accuracy and consistency in appearance. Maintains the Large User Web Site. Uploads various reports, meeting minutes, presentations, and agendas
Writes and submits article for various publications
Prepares and reviews the department’s commission agenda items, memos, and various documents to ensure consistent quality is delivered
Works closely with other department staff in researching availability of grants for the Public Utilities Department and gathering data for submission
May represent the Director and/or the department at conferences and meetings
Prepares the Capacity Report and updates Large User (LU) flows
Prepares a monthly meter read report that compares current months reads to last month reads for all the Large Users. Prepare estimates for any meters that are out of service
Request and track Large User projected flow estimates as required by the Large User Agreements and monitors discrepancies
Drafting and monitoring reuse agreements
Track and monitor all reuse projects and reuse capacity to ensure that City, County and FDEP requirements are met
Analyzes and interprets data; prepares reports to assure compliance with regulations
Assists with the development and review of Large User agreements when necessary
Reviews all reuse, bulk water, and Large User invoices for accuracy and timeliness
Reviews Large User Annual Reports for accuracy
Coordinate the quarterly Large User meetings, including preparation of the agenda, meeting room, and presentations. Presides over interjurisdictional meetings
Must effectively and positively represent the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation

Required

Bachelor's Degree in Public Administration, Environmental Sciences or related field
Three (3) years' experience in public information, public relations/marketing for a government agency or for a private agency servicing local government clients and administrative experience with water and/or wastewater systems; or an equivalent combination of training and experience
Experience in preparing, administering and managing grants and/or special projects
Valid Driver's License: With proof of automobile insurance
Background Check: Must have an acceptable background record
Driving Abstract: Must have an acceptable driving record
Knowledge of the administrative and technical aspects of water and wastewater treatment and collection functions
Knowledge of federal, state and local regulatory requirements pertaining to utility administrative operations and water and wastewater treatment and collection
Working knowledge of the principles, practices and industry standards of water conservation
Ability to use modern office equipment, website content management systems, and word processing programs to create and prepare for public dissemination of information on a broad range of issues for diverse audiences
Knowledge of social media tools including, but not limited to Facebook, Twitter and You Tube
Ability to maintain a high degree of sensitivity and discretion in dealing with legal, private, and confidential matters
Must be self-motivated, able to prioritize, organized, and detail-oriented with strong problem-solving and interpersonal skills
Skill in performing analyzing data
Ability to prepare various clear, concise and accurate reports
Ability to communicate effectively orally and in writing

Preferred

Master's Degree from an accredited college or university with major course work in environmental sciences, public administration, or related field of study
Five (5) years of progressively responsible administrative experience with water and/or wastewater systems; or an equivalent combination of training and experience
