Facilities Project Coordinator
The City of Escondido is seeking a Facilities Project Coordinator to oversee and coordinate construction projects within the Public Works Department/Building Maintenance Division. This role involves managing all stages of construction projects, ensuring compliance with city regulations, and maintaining municipal buildings and facilities.

Responsibilities
Plans, prioritizes, and reviews the work of contractors and staff responsible for the maintenance and repair of municipal buildings, and facilities; may performs a variety of semi-skilled and skilled building trade duties
Reviews the design of assigned construction projects for clarity and constructability; directs and participates in the preparation and/or review of plans, specifications, estimates, and contracts for assigned projects
Establishes schedules and timelines for projects along with methods for providing assigned services and activities; identifies resource needs; reviews these needs with appropriate management staff; allocates resources accordingly
Participates in the development of goals and objectives; makes recommendations for changes and improvements to existing standards
Inspects and evaluates work in progress and upon completion to ensure that repairs, maintenance, and project activities are performed in accordance with City regulations, policies, operating procedures and practices; identifies problem areas and works with contractors and staff to make corrections
Monitors work sites and ensures adherence to safe work practices and procedures
Ensures work activities are carried out in a safe and efficient manner
Schedules and oversees assigned contractors performing maintenance and repair of municipal buildings and facilities to ensure quality of work, compliance with City specifications, and conformance with department plans and programs
Maintains records concerning projects such as: Project Tracking Sheet, Project Timeline Form, and project expenses
Estimates time, materials, and equipment required for jobs assigned; requisitions materials as required
Attends and participates in professional group meetings
Performs related duties as required
Qualification
Required
Equivalent to the completion of the twelfth grade
Five years of responsible maintenance experience
Incumbents must possess a valid Class “C” California driver's license at the time of application
Knowledge of operations, services, and activities related to the maintenance and repair of municipal buildings, facilities, and grounds
Knowledge of materials, methods, techniques, and terminology used in the maintenance and repair of municipal buildings, facilities, and grounds
Knowledge of principles of project management
Knowledge of operational characteristics of equipment and tools used in work activities
Knowledge of proper procedures used in the maintenance and repair of hand and power tools
Knowledge of occupational hazards and standard safety practices
Knowledge of customer service principles and practices
Knowledge of methods and techniques of public relations
Knowledge of basic principles and practices of municipal budget preparation and administration
Knowledge of principles and procedures of record keeping
Knowledge of principles of business letter writing and basic report preparation
Knowledge of office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases
Knowledge of pertinent federal, state, and local laws, codes, and regulations
Ability to organize and review the work of contractors or staff involved in assigned projects
Ability to read plans and designs for construction projects
Ability to recommend and implement goals, objectives for providing assigned services and activities
Ability to understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities
Ability to understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations
Ability to prepare and maintain records including time, material use, and cost records
Ability to prepare clear and concise reports
Ability to plan and organize work to meet changing priorities and deadlines
Ability to estimate time, materials, equipment, and costs needed to perform various projects
Ability to effectively represent the City to outside individuals and agencies to accomplish the goals and objectives of the unit
Ability to work cooperatively with other departments, City officials, and outside agencies
Ability to respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility
Ability to ensure adherence to safe work practices and procedures
Ability to ensure safety around work areas
Ability to demonstrate an awareness and appreciation of the cultural diversity of the community
Ability to communicate clearly and concisely, both orally and in writing
Ability to establish and maintain effective working relationships with those contacted in the course of work
Preferred
Specialized training in project management is highly desirable
Supervisory experience is highly desirable
