Responsibilities

Lead administrative operations across OIT, including budgeting, procurement, facilities coordination, communications, and workforce management
Oversee financial planning and execution for budgets exceeding $30 million annually, ensuring alignment with agency priorities and grant requirements
Implement and sustain the IT Strategic Plan, policies, and governance practices
Serve as delegated appointing authority for OIT, with responsibility for hiring, position actions, labor relations matters, reasonable accommodations, and discipline
Represent OIT on agency leadership bodies including the Deputies Group, IT Governance Group, and Agency Policy Committee
Act as the Department of Health CIO in the absence of the CIO, with full delegated authority
Represent the agency on statewide IT initiatives and work closely with WaTech and other partners
Collaborate across executive offices to align technology resources with public health, emergency response, and business needs

Required

At least 14 years of professional experience in information technology, including at least 10 years of progressively responsible IT leadership experience, with a minimum of 5 of those years in an executive level IT leadership role such as CIO, Deputy CIO, IT Director, IT Manager, or equivalent
Bachelor's degree or higher in Information Technology, Computer Science, Business Administration, Public Administration, AND at least 10 years of progressively responsible IT leadership experience, with a minimum of 5 of those years in an executive level IT leadership role such as CIO, Deputy CIO, IT Director, IT Manager, or equivalent
At least six years of progressively responsible leadership experience in information technology operations, administration, or executive management
Experience managing and controlling IT project budgets of at least $1 million dollars
Experience leading IT operations within a large and complex organization, including responsibility for multiple functional areas such as infrastructure, applications, cloud services, security, or enterprise systems
Experience managing significant operating budgets and financial resources, including budget planning, monitoring, and expenditure oversight
Experience leading and managing large, complex teams, including direct supervision of senior managers and multidisciplinary professional staff
Experience with vendor management, procurement processes, and contract oversight for technology services
Experience developing and implementing organizational policies, procedures, or strategic plans related to information technology
Experience collaborating with executive leadership and diverse partners to align technology services with business needs
Experience communicating complex technical information to executive leaders and non-technical audiences
Knowledge of IT governance, strategic planning, and enterprise level technology management

Preferred

Master's degree in computer science or closely allied field (e.g. Software Engineering, Computer Engineering, Cybersecurity, Management Information Systems, etc.)
Experience serving as an executive sponsor for high-risk, high-impact IT projects
Experience managing and controlling IT project budgets of $10 million dollars or more
ITIL Foundations and Advanced Certification
Familiarity with health informatics, data analytics, or health information exchange systems
Experience in state or federal government, including knowledge of IT governance frameworks (e.g., WaTech, Technology Services Board) and related compliance or legislative processes
Relevant certifications such as CISSP, CITP, PMP, ITIL, or cloud credentials (e.g., AWS, Azure)
Experience in IT leadership roles during emergency response or crisis situations (e.g., Incident Commander)
Proven success leading digital transformation efforts, including cloud adoption, modernization of legacy systems, or implementation of emerging technologies like AI or machine learning
