The Washington State Department of Health is seeking a Payroll Fiscal Analyst 2 to support its Office of Financial Services. This role involves ensuring accurate and compliant payroll services for Department of Health employees, resolving payroll discrepancies, and providing guidance on payroll matters.

Responsibilities

This position serves as a consultant to employees, attendance keepers, and supervisors on payroll-related matters and responds to inquiries regarding pay, deductions, leave balances, and electronic fund transfers
The role researches and resolves payroll discrepancies using HRMS and other payroll systems and supports questions related to pay increases, hours worked, part-time employment, and deduction changes
The position clearly interprets and communicates Department of Health, State HR, OFM, CBA, RCW, WAC, and federal payroll policies and regulations
It also prepares and processes internal shared leave donations, maintains accurate records, and communicates effectively with employees and supervisors regarding shared leave procedures
Review and process payroll actions, including new hires, rehires, and appointment changes, ensuring all required documentation is complete and accurate
Process hourly employee timesheets, overtime, shift differentials, standby pay, and exchange time in compliance with applicable policies
Analyze and resolve leave discrepancies in HRMS, returning inaccurate leave slips and providing clear guidance on corrections

Required

Two (2) or more years of experience in payroll and/or benefits regarding payroll rules, rights, regulations, policies, procedures, programs and services; AND Two (2) or more years of experience resolving and responding to customer inquiries and problems with payroll and/or timekeeping actions and resolving issues with internal payroll processes and systems
Twelve (12) or more semester hours, or eighteen (18) or more quarter hours of college-level accounting or auditing coursework AND one (1) or more years of experience in payroll and/or benefits, resolving and responding to customer inquiries and problems with payroll and/or timekeeping actions and resolving issues with internal payroll related processes and systems
Two (2) or more years as a Fiscal Analyst 1 or higher performing payroll and timekeeping actions and/or benefits-related functions with demonstrated experience in the following: Effectively using, inputting data, and running reports in Washington State's Human Resource Management System (HRMS) and Agency Financial Reporting System (AFRS)
Explaining technical information regarding payroll rules, rights, regulations, policies, procedures, programs, and services

Preferred

Experience with Washington State's Human Resource Management System (HRMS), or Agency Financial Reporting System (AFRS) or similar government payroll or accounting systems
Accurately inputting data and running reports from HRMS and other financial systems
Using and working with state and federal rules and Generally Accepted Accounting Principles (GAAP), Administrative policies and procedures as they relate to taxes and payroll
18 quarter or 12 semester hours of accounting, auditing, or budgeting
