Acquisition Program Management Specialists 1/28/26 - 2/18/26
Air Force Civilian Service is seeking Acquisition Program Management Specialists to work within the Mk21A program of the Nuclear Weapons Center at Hill Air Force Base. The primary purpose of these positions is to serve as Program Managers, solving complex problems and coordinating various activities to promote national security through nuclear deterrence.

Responsibilities
Perform typical personnel management tasks, such as managing work within the Branch; organizing and conducting training; acquiring necessary resources to accomplish the mission; and providing feedback
Monitor prime contract execution (e.g., cost, schedule, performance, risk, etc.), and advises leadership on technical design, material development, acquisition, test, and operational issues related to requirements, systems engineering, finance, performance, and schedule trade-offs
Oversee technical and program support to the ACAT 1B Mk21A Engineering and Manufacturing Development (EMD) Contract, and subsequent production contracts
Review products delivered by the EMD prime contractor and attends various technical and programmatic forums to ensure EMD activities are progressing to meet both program schedule and technical objectives leading to flight testing, Milestone C approval, and the ultimate on-time fielding of the Mk21A
Engage with extended and geographically dispersed teams, including subject matter experts and executive-level representatives from across the AFNWC, other government organizations, and other key stakeholders to ensure technical and programmatic activities are successfully planned, coordinated, and executed
Develop and present technical and programmatic briefings to Senior Leadership and Mission Partners
Manage program managing workload for assigned areas of responsibility, reviews and allocates tasks across team members, directs program evaluations, and leads reviews of documentation for Mk21A Branch
Mentor, guide and direct program managers within the Mk21A Branch on program issues; assure that assigned employees work as a cohesive team; and provide employees with opportunities that foster professional career development
Qualification
Required
U.S. CITIZENSHIP
Employee must be able to obtain and maintain a Top Secret security clearance and will be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise
Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Program Management 'Practitioner' certification category within required timeframe after appointment
Provide all academic degrees, professional military education and any other professional certifications on your 2-page resume
Preferred
Progressively complex acquisition program management experience that preferably included ICBM weapon system
A bachelor's degree in a related field is preferred; a master's degree is ideal
Experience in ACAT I/II/III acquisition; working knowledge of DoD Directive 5000.02 The Defense Acquisition System is highly desired
Strong communication, organizational and leadership skills with demonstrated experience in leading, influencing and collaborating in a diverse, multi-functional team environment that includes external functional and operational stakeholders is highly desired
Experience preparing and presenting briefings, reports, findings and recommendations, program information, written summaries and results from synthesized data and/or metric analysis etc., with senior leadership, external stakeholders and customers (e.g., government contractors, other government agencies, federal Labs, etc.)
Experience with support agreements, small business, UARCs, National Labs, and FFRDCs
Experience in earned value analysis, financial planning, programming, budgeting, and execution of projects
Able to program manage cost, schedule, and performance on multimillion dollar projects
