Executive Director - Covington Motor Vehicle Parking Authority

The City of Covington is seeking an Executive Director for the Covington Motor Vehicle Parking Authority (CMVPA) to provide strategic leadership and operational oversight. This role involves aligning parking strategy with economic and mobility goals while engaging with the community and managing public assets.

Responsibilities

Serve as the primary executive leader of CMVPA, responsible for overall performance, governance support, and organizational effectiveness
Implement policies and strategic direction established by the Board
Lead, manage, and support CMVPA staff and contractors; foster a culture of accountability, service, and continuous improvement
Represent CMVPA in a highly visible leadership capacity with elected officials, City departments, residents, businesses and external partners
Develop and execute a long-term strategic vision for CMVPA that aligns parking operations with downtown development, land-use planning, and economic growth
Integrate parking strategy into redevelopment initiatives, business attraction efforts, housing projects, and tourism activity
Position parking assets as flexible, revenue-generating, and community-supportive infrastructure
Identify and pursue opportunities for modernization, shared parking, adaptive reuse, and public-private partnerships (P3s)
Oversee CMVPA’s portfolio of parking assets, including garages, surface lots, and on-street systems
Lead or support feasibility analysis, capital planning, and redevelopment, and new development strategies for parking facilities
Coordinate procurement processes, RFPs, and negotiations related to parking operations, technology, and capital improvements
Monitor utilization, performance, customer experience, and financial return to inform investment decisions
Serve as chief financial steward of CMVPA, responsible for budget development, revenue performance, and financial sustainability
Oversee contracts, expenditures, and compliance with applicable laws and policies
Support audits, financial reporting, and Board-level financial decision-making
Identify opportunities to enhance revenue while maintaining fairness, accessibility, and public trust
Act as the primary public-facing representative of CMVPA
Build and maintain strong relationships with residents, businesses, neighborhood groups, and community organizations
Ensure transparent communication related to parking policies, pricing, enforcement, and projects
Respond to community concerns with professionalism, empathy, and follow-through
Coordinate closely with the City of Covington, regional agencies, and external partners
Collaborate with economic development, planning, and transportation partners to ensure alignment across initiatives
Represent CMVPA in regional, state, or professional forums as appropriate
Prepare and present materials for CMVPA Board meetings, including reports, recommendations, and strategic updates
Support public communications, media engagement, and stakeholder messaging
Ensure consistent, accurate, and accessible information for the public and decision-makers

Required

Bachelor's degree in public administration, urban planning, business, real estate, transportation, or a related field and at least 5 years of experience in a senior leadership position (or equivalent combination of education and professional experience)
Demonstrated senior-level management or leadership experience in a public, quasi-public, or complex organizational environment
Experience overseeing budgets, contracts, and external service providers
Strong communication, negotiation, and relationship-building skills
Ability to operate effectively in a political and community-oriented environment
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents
Ability to respond to common inquiries or complaints from citizens, regulatory agencies, or members of the business community
Ability to write speeches and articles for publication that conform to style and format
Ability to effectively present information to top management, public groups, and/or board of directors
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, fractions, and decimals
Ability to work with mathematical concepts such as probability and statistical inference
Ability to compute rates, ratios, and percentages, also able to create and interpret various types of graphs
Ability to define problems, collect data, establish facts, and draw valid conclusions
Ability to apply common sense understanding in order to carry out instructions furnished in written, oral, or diagram form

Preferred

Experience leading or working within a parking authority, transportation agency, economic development organization, or similar public entity
Background in real estate development, asset management, or public-private partnerships
Familiarity with parking systems, mobility planning, or downtown management
Experience working directly with Boards, elected officials, and senior leadership
Comfort balancing operational detail with long-term strategic vision
