Responsibilities
Accountable for the collection and accurate completion of all information required by the NJDOHSS Bureau of Vital Statistics Electronic Birth Certificate program, Paternity Opportunity Program, and City of Long Branch Bureau ofal Statistics
Adheres to all established standards set forth by the NJSDOH regarding the registration of births
Attends Regional Monmouth and Ocean Consortium EBC User Group meetings, to keep current with changes in regulations and to network with other hospitals
Collects completed work sheets, enters information into the NJSDOH EBC computer system and transmit data to the State Department of Health on designated days of the week
Maintains copies and logs of transmissions to the State
Completes departmental Quality Assurance Audits in addition to the QA required by State Department of Health and the Consortium and departmental
Creates and maintains individual files which will contain copies of all information pertinent to the birth certificate
Effectively acts as a liaison with the NJDOHSS Bureau of Vital Statistics, Paternity Opportunity Program, City of Long Branch Bureau of Vital Statistics and other agencies
Ensures that birth certificates are certified or signed by the health care provider in a timely manner
Ensures that data collected is accurate and appropriate signatures are obtained
Identifies problems both proactively and retrospectively, recommends and implements corrective action
Is able to utilize EBC reports software program to produce preprogrammed and ad hoc reports
Is knowledgeable regarding cultural diversity and plans appropriately as it applies to EBC submissions
Maintains confidentiality and conforms to HIPPA regulations in all hospital related business
Orders and maintains sufficient supplies for completion of EBC responsibilities
Participates in financial control through the appropriate use of supplies and adherence to changing mechanisms
Participates in the education of the staff regarding the EBC process and changes in standards
Performs unlocks and updates as requested within the expected time frame
Prepares education material for patients and co-workers as needed
Provides education and assistance to parents in the completion of information for the EBC program
Researches and responds to NJDOHSS query letters or requests from State and City agencies for information
Reviews birth certificate with parents to ensure accuracy prior to downloading to the State and sending paper copy to the City of Long Branch
Routinely reviews Unresolved List to ensure compliance with State regulations and takes action as needed
Sends original birth certificate modules to Health Information Management for inclusion in the patients' medical record
Upon completion of the birth certificate updates the Compucare system with the infant s name accurately and timely
Qualification
Required
High School diploma or equivalent
Computer skills
Ability to Use Microsoft Office and Excel software programs
Preferred
Knowledge of medical terminology
Some college or related secretarial experience
Health Care Clerical Support 1 to 3 years of experience
