US Army Corps of Engineers is seeking an experienced professional to serve as Chief of the Programs Management Branch. The role involves leading a multidisciplinary staff in managing Civil Works and Military programs, overseeing funds management, and providing expert advice on program policy and financial matters.

Responsibilities
Providing program and project management support to Programs and Project Management Division (PPMD) and district personnel
Developing, defending, and maintaining a balanced, justified, and prioritized Civil Works program of planning and engineering studies, projects, and related activities within available funding, manpower, and other resources
Responsibility for all programs management/funds control functions, including revenue forecasting, management of existing funds from a wide variety of customers and appropriations, and customer financial reporting
Serving as the District's staff authority and consultant on programs management and providing advice to the District Commander, Deputy District Engineer for Project Management, other technical chiefs, and project managers on program policy, funding, scheduling, and manpower
Reviewing and analyzing execution of the District's program to ensure maximum utilization of appropriated funds
Applying expert knowledge of all phases of the Federal and congressional budget process, knowledge of activities in other District areas, skill in analyzing and interpreting complex resource requirements for program accomplishment, skill in project funds management and skill in utilization of project management AIS applications
Providing supervision to a professional and technical staff which provides the full range of PPMD enterprise support for program analysis, business reporting, budget management, relocation task order management and office administration in accordance with Quality Management System (QMS) procedures and USACE Project Delivery Business Processes (PDBP) processes to meet internal and external customers’ requirements and expectations
As needed, serving as the assistant to Deputy District Engineer for Project Management (DPM) for planning, policy and regional channel improvement, serving as consultant and advisor, providing oversight and coordination with respect to water resources planning, policies
Serving as Acting Chief, Programs and Project Management Division (PPMD) and Deputy District Engineer in absence of Chief and Deputy Chief
Qualification
Required
One year of specialized experience equivalent to the GS-13 level in the Federal service, which includes: 1) managing and executing operating budgets; 2) planning and coordinating preparation and submission of budget requests; 3) analyzing schedules of commitments, obligations and expenditures; 4) preparing various financial analysis and/or reports using a financial management system (such as the Corps of Engineers Financial Management System or similar financial management system); 5) advising management officials on financial matters and process, such as budget, funding, and manpower
Financial Management Position: Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amended 10 United States Code, section 1599d
