Senior Fiscal Analyst

The Senior Fiscal Analyst will be responsible for cash and investment reconciliations, loan account reconciliations, bond data maintenance, and assisting in financial statement preparation, while enhancing service to internal customers.

Responsibilities

Cash and investment reconciliations related to mortgage production and servicing - Reconcile various bank accounts to the general ledger to ensure accuracy. Verify all transactions are properly recorded, and reconciling items are identified and cleared timely
Reconciliation of loan related receivable and payable accounts - Reconcile various accounts receivable and payable general ledger accounts as assigned to the mortgage servicing reports to ensure accuracy. Verify all transactions are properly recorded, and reconciling items are identified and cleared timely. Provide as back up, approvals for the batch disbursement process for manual checks
Bonds - Maintain bond data in the debt service module to include adding new issuances, setting up maturity schedules, posting calls and closing paid off bonds; reconcile bond related general ledger accounts to the debt service reports/entries including principal payable, interest payable, premium and its amortization; generate transfer letters related journal entries as needed for bond calls
Mortgages - Prepare journal entries for the purchase of mortgage loans from authorized lenders and compile loan purchase report end as requested, prepare the principal payment breakdown report and cash deposit report for non-bond mortgage receipts
Financial Statements and other Reporting - Assist with the preparation of financial statements by preparing schedules, notes and prepared by client audit schedules as assigned. Assist with the preparation of quarterly, semi-annual and annual disclosures as requested by rating agencies and compliance servicer
Special tasks, projects and/or committees - Actively work to enhance service to Finance's internal customers, propose solutions to problems, identify situations that have "no easy answer" and work in cooperation with our customers and management to identify and implement the best resolution. Effectively participate in special tasks, projects and/or committees as assigned by management

Required

Bachelor's degree in finance or accounting
3 years of full-time experience in accounting, auditing or finance
Knowledge of governmental accounting principles and practices
Ability to analyze and interpret financial data and reports
Experience in preparing and analyzing bank reconciliations
Knowledge of accounting principles and practices
Understanding of financial statements
Ability to analyze and interpret complex financial data and reports
Considerable knowledge of State laws and regulations concerning disbursements, deposits, and transfers of funds
Ability to plan, develop, organize, implement, direct and evaluate fiscal function and performance
Experience in the use of multiple information systems and specialized software
Ability to interpret bond indentures
Ability to think abstractly
Excellent verbal and written communication skills

Ability to lift and carry files, books and reports weighing up to 20 lbs
