The Agency for Health Care Administration (AHCA) is Florida's chief health policy and planning entity. They are seeking a Research and Statistics Consultant to enhance the delivery of health care services through the Florida Medicaid Program, involving complex budgetary analyses and the development of forecasting models.

Responsibilities
Assists in the design and implementation of various data collection instruments needed for special program analyses, policy studies, program evaluations, and other research
Develops fiscal analyses of proposed program changes including proposed federal or state legislation, rules, regulations, or other proposals which would have an impact on the Medicaid program
Assists in conceptualizing new approaches for examining Medicaid program and financial issues in order to develop recommendations for revisions to program policies or procedures for improving the efficiency and effectiveness of the Medicaid program
Provides projections and trend analyses for detecting and analyzing trends and deviations in programs
Maintains detailed knowledge of Medicaid financial and program statistical data at the state and national levels
The ideal candidate is a self-starter capable of independently conducting data analysis with minimal supervision
You will be responsible for building and maintaining reproducible analytical pipelines, requiring the ability to read, write, and refactor code
While the team primarily operates in R, we value proficiency in Python as well
You will utilize your skills to clean, explore, and visualize data to drive high-level policy decisions
Qualification
Required
Four years of professional experience related to data analytics and economic forecasting
Two years of professional experience using Microsoft Excel, Word, and Outlook
Two years of experience using R or Python
Knowledge of time series forecasting methodologies (e.g., ARIMA, ETS, decomposition) and relevant libraries (e.g., forecast, fable, or prophet in R; statsmodels in Python)
Knowledge of the Tidyverse, Dplyr, ggplot2, and Shiny packages
Knowledge of NumPy, Pandas, Matplotlib, Seaborn, and Scikit-learn
Strong knowledge of data collection, data cleaning, exploratory data analysis (EDA), descriptive statistics, and data visualization fundamentals
Ability to read, write, debug, and refactor code for reproducibility and efficiency
Ability to independently research and conduct complex data analysis with minimal supervision
Ability to communicate technical data findings effectively to non-technical stakeholders through reports and visualizations
Ability to plan, organize, and coordinate work activities
Ability to communicate effectively verbally and in writing
Ability to establish and maintain effective working relationships with others
Ability to utilize problem-solving techniques
Ability to conduct fact-finding research
Preferred
Preference will be given to candidates who have a bachelor's degree or a more advanced degree from an accredited college or university in a relevant discipline such as accounting, computer programming, mathematics, financial economics, or statistics
