SUPERVISORY POSTAL OPERATIONS SPECIALIST

Responsibilities
You will be the Division Officer for the Fleet Post Office postal operations
You will be responsible for management of postal finance, registry and personal and Official Mail operations involving a full range of support functions
You will maintain liaison with other overseas services postal staff members, ensuring coordinated management of transportation assets, mail handling, and mobilization postal support planning
You will conduct studies of new programs implementing standardized management principles and procedures
You will ensure compliance with policies, regulations and directives of official mail consolidation, makeup, labeling, massing, manifesting, routing, and transportation of all military mail
You will report discrepancies found in procedure, work methods and problem areas with recommendations for solution, or action taken to resolve problems
You will monitor the mailing of contraband items in the mail and recommend corrective action when needed
You will oversee host-country customs processing and clearance for all U.S. Mail entering and departing the country
You will ensure all United States Postal Service (USPS), Department of Defense (DoD), and Department of the Navy (DoN) postal regulations are followed in the operation of the post office to include all base tenant commands Unit Mail Rooms
You will provide Postal Advisory Assistance to assigned activity and tenant command personnel
You will review daily financial reports, registered mail record, postal administration procedures, postal claims procedures, postal operating supply procedures, and military unit mail service
You will plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work; assign work to subordinates based on priorities
You will evaluate work performance of subordinates; gives advice, counsel, or instruction to employees on both work and administrative matters
Qualification

Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
This is an overseas position. You will be subject to and must be able to satisfy the overseas requirements
This position may require travel to places within and outside the contiguous United States
If eligible for permanent change of station, the appointee will be required to sign a transportation agreement
Must be able to obtain and maintain a U.S. Passport
May be required to obtain a VISA dependent on the overseas country's laws/regulations
You will be required to sign the Statement of Understanding for Overseas Employment
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
Males born after 12-31-59 must be registered for Selective Service
You will be required to obtain and maintain a current valid United States driver's license
You will be required to successfully complete a pre-appointment physical examination
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
This position is considered Key AND Emergency-Essential
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: Operating a large commercial mail facility processing mail to worldwide destinations AND Interpreting and understanding USPS postal laws and regulations, policies, directives and precedents along with requirements issued by third party carriers such as Federal Express and United Parcel Service
Preferred
Ph.D. or equivalent doctoral degree
3 full years of progressively higher level graduate education leading to such a degree
