Responsibilities

You will oversee the shaping or reshaping and determining the direction of all programs affecting CIVMAR placement and training in the Deck Community
You will monitor all business operations affecting afloat personnel to ensure they are in compliance with MSC policy/ instructions and fiscal requirements
You will evaluate requirements for special pay provisions impacting recruiting and retention programs

Required

Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program

Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
Males born after 12-31-59 must be registered for Selective Service
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
You must be able to travel on military and commercial aircraft for extended periods of time
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: Experience establishing goals, guidelines, and principles to improve retention and development of critical CIVMAR ratings and to reduce the risk to shipboard manning capabilities, and mission execution
Experience advising senior management in the planning, development, presentation, and evaluation of complex afloat training and educational programs and requirements
Experience providing oversight and planning as a supervisor and directing and controlling subordinate operations and establishing priorities for program execution with consideration to competing interests, changing operation demands and resource constraints, and executing human resource management functions for direct and indirect civilian reports
Experience implementing management approaches and methods that enhance effectiveness and efficiency of manning schemes aboard ships, recommending crew sizes to meet various needs, and using statistical information and initiatives that affect human capital in large and diverse sets of shipboard billets
Experience implementing United States Coast Guard (USCG) and Standards, Training, Certification, And Watch Keeping (WTCW) licensing and credentialing rules, CFRs, Navy regulations, operational reporting, and day to day operations of a major auxiliary force operating worldwide
