Field Engineer- Welding Engineer
Y-12 National Security Complex is seeking a Construction Welding Engineer (CWE) to provide field support to their construction organization. The CWE will oversee welding activities, ensuring compliance with procedures and design output, while collaborating with various engineering personnel and maintaining inspection packages.

Responsibilities
The CWE will be responsible for providing field support to the Construction organization
The CWE will be assigned field activities supporting Construction, including direct hire and on-site subcontractors, performing welding, brazing, bonding activities, or non-destructive examination activities associated with welding, brazing, or bonding that falls within the scope of the construction responsibilities in the Welding Program Manual
The CWE implements welding activities in compliance with requirements specified in procedures, design output, and manuals; Works with Construction Superintendents, Craft Personnel, Construction Field Engineers, Field Welding Engineers, Design Welding Engineers, and the Welding Inspectors to ensure projects are completed per the applicable requirements and procedures; Develops weld maps as needed
The CWE maintains and statuses in process Inspection Packages and WIRs; verifies procedures and personnel associated with welding are properly qualified and have been approved prior to performing the specific welding, examinations, or activities associated with welding, including NDE and heat treatment
The CWE performs oversight of welding activities in compliance with the applicable contract document(s), initial review of welding documentation, welding inspection reports and design reviews
The CWE will participate in design reviews for feasibility and constructability
The CWE will observe, inspect, and verify all welding performed by Construction personnel in the field for compliance with the applicable procedures and design output
Reviews on-site inspection packages, work packages, and JHA’s involving welding to ensure that construction documentation is accurate and complete
The CWE evaluates Construction bid proposals along with other welding engineering personnel for technical compliance of welding submittals, reviews vendor submittals, and conducts vendor surveillances to ensure compliance to contractually specified welding requirements for Construction
The CWE along with other welding engineering personnel reviews welding requirements for procurement documents, welding, brazing, and bonding procedures in compliance with applicable code requirements
Qualification
Required
Requires a Bachelor's degree in a technical engineering discipline or another related field, plus minimum 2 years of relevant experience. Typical experience ranging from 4 to 7 years
OR Master's degree: Minimum 1 year of relevant experience. Typical experience ranging from 4 to 7 years
In addition, the applicant must meet the requirements of DOE O 426.2A (i.e., Baccalaureate in engineering or related scientific major, 2 years job-related, and 1-year nuclear experience; or a DOE O 426.2A alternative)
Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status
The ability to obtain and maintain a Department of Energy Q clearance is required
This position may require entry into the Material Access Areas (MAA) and participation in the Human Reliability Program (10 C.F.R. Part 712), which requires successful competition of a DOE counterintelligence evaluation and may include a counterintelligence-scope polygraph examination
This position may be categorized as a 'designated position' identified by 10 C.F.R. Part 709, requiring successful completion of a DOE counterintelligence evaluation that may include a counterintelligence-scope polygraph examination

Preferred
This position requires 1) a Certified Welding Inspector (CWI) certification from the American Welding Society (AWS), or 2) the ability to meet the requirements of AWS QC1, Standard for AWS certification of welding inspectors, or 3) the ability to meet the requirements of the American Society for Nondestructive Testing (ASNT) recommended practice SNT TC 1A for Level II in Visual Testing
The candidate must have technical knowledge in respective national consensus codes and standards listed in 10CFR851 (AWS D1 series, ASME B31 series, and ASME Section IX Welding codes are particularly beneficial)
A person with an accredited B.S. degree in a related engineering/science/technology discipline with at least 2 years of experience working as a Field Welding Engineer in a fabrication or manufacturing environment may be considered
Experience working as a Welding Engineer under a NQA-1 quality system
Ability to work in a project team environment
Ability to follow procedures and work within a rigorous work process
Ability to estimate, plan, and track progress for preparation of discipline deliverables
Good written and oral communications skills
