Entitlement Project Manager

QC Servion, LLC is seeking a strategic and experienced Entitlement Project Manager to lead the pre-construction phase of major AI data center campus developments. The role involves serving as the primary liaison with local municipalities, utility companies, and regulatory agencies to secure necessary approvals, permits, and entitlements for large-scale data center projects.

Management Consulting

Responsibilities

Lead comprehensive entitlement process for AI data center campus developments from site identification through final permit approval and construction authorization
Manage all aspects of zoning applications, special use permits, conditional use permits, variances, and other land use approvals required for data center development
Coordinate environmental review processes including NEPA compliance, environmental impact assessments, wetlands delineation, endangered species surveys, and mitigation strategies
Oversee permitting lifecycle including building permits, grading permits, utility connection permits, stormwater management permits, and environmental permits
Develop and execute comprehensive entitlement strategy and timeline to ensure all approvals are secured on schedule to support construction milestones
Serve as primary point of contact and liaison with local municipalities, county governments, planning departments, building departments, and regulatory agencies
Build and maintain strategic relationships with city managers, planning directors, building officials, elected officials, and municipal staff
Present project proposals to planning commissions, zoning boards, city councils, county boards, and other governmental bodies with compelling, data-driven presentations
Navigate complex local ordinances, zoning codes, comprehensive plans, and development regulations to identify optimal approval pathways
Coordinate with state and federal agencies on environmental permits, air quality permits, water discharge permits, and other regulatory requirements
Lead negotiations and coordination with electric utilities to secure power capacity commitments (100MW-500MW+) and electrical infrastructure for AI data center campuses
Coordinate with utility providers including electric companies, water/sewer districts, natural gas providers, telecommunications carriers, and fiber optic companies
Manage utility interconnection studies, impact assessments, system upgrade requirements, and utility construction timelines
Negotiate utility service agreements, interconnection agreements, capacity reservation agreements, and extension/improvement agreements
Coordinate site infrastructure planning including roadway access, water supply, wastewater service, stormwater management, and telecommunications connectivity
Develop and execute comprehensive community engagement strategy to build support for data center development and address community concerns proactively
Organize and lead community meetings, neighborhood meetings, public hearings, and stakeholder forums to present project benefits and gather feedback
Collaborate with community groups, neighborhood associations, business organizations, environmental groups, and other local stakeholders
Address community concerns related to traffic, noise, aesthetics, environmental impact, economic benefits, and other project impacts through effective communication and mitigation strategies
Develop community benefit programs, local hiring commitments, economic development partnerships, and sustainability initiatives to demonstrate corporate citizenship
Conduct comprehensive site due diligence including zoning analysis, title review, environmental assessments (Phase I/II ESA), geotechnical investigations, and survey work
Coordinate with architects, civil engineers, land use attorneys, environmental consultants, and other technical specialists to develop entitlement-ready site plans
Review and approve site plans, grading plans, landscape plans, architectural renderings, traffic studies, environmental reports, and other technical documentation
Evaluate sites for data center suitability considering power availability, water access, fiber connectivity, seismic risk, flood zones, environmental constraints, and regulatory environment
Identify and resolve site constraints including wetlands, endangered species habitat, contamination, easements, access limitations, and other development challenges
Develop detailed pre-development schedules including critical path for entitlements, permitting milestones, utility approvals, and community engagement activities
Manage pre-development budgets including consultant fees, permit fees, impact fees, utility deposits, environmental studies, and legal costs
Track and report on entitlement progress, regulatory approvals, utility commitments, and community engagement metrics to executive leadership
Identify and mitigate risks related to regulatory approvals, community opposition, utility capacity constraints, environmental issues, and schedule delays
Coordinate transition from entitlement phase to construction phase ensuring seamless handoff of permits, approvals, documentation, and stakeholder relationships
Collaborate with legal counsel on land use matters, real estate transactions, development agreements, public-private partnerships, and regulatory compliance
Negotiate and execute development agreements, annexation agreements, tax increment financing agreements, and other municipal agreements
Review and manage consultant contracts including architects, engineers, environmental consultants, land use attorneys, traffic engineers, and other specialists
Ensure compliance with all federal, state, and local regulations including Clean Air Act, Clean Water Act, environmental justice requirements, and data center-specific regulations

Required

5+ years of experience in real estate development, entitlements, permitting, or site development for commercial, industrial, or infrastructure projects
Proven experience leading zoning, permitting, and regulatory approvals across multiple jurisdictions
Background supporting large, complex developments; data centers or mission-critical facilities are a plus, not a requirement
Working knowledge of land use regulations, environmental permitting, and entitlement pathways
Experience coordinating with utilities (power, water, sewer, telecom/fiber) for large-scale projects
Ability to review and collaborate on site plans, engineering drawings, environmental reports, and traffic studies
Comfortable engaging municipalities, agencies, and community stakeholders, including presenting at public meetings or hearings
Strong written and verbal communication skills for regulatory materials, reports, and presentations
Experience managing consultants, schedules, and pre-development budgets
Able to juggle multiple projects, anticipate risks, and adapt in fast-moving or ambiguous environments
Self-directed, organized, and effective working remotely with distributed teams
Willing to travel up to ~25% for site visits, municipal meetings, and community engagement, primarily during early project phases
College degree helpful but not required with relevant experience
