Responsibilities

Serve as the State Program Administrator for CSBG, providing oversight and management of program funds and activities
Ensure compliance with federal and state CSBG requirements and initiatives from Congress, the U.S. Department of Health and Human Services Office of Community Services (OCS), the National Association for State Community Services Programs (NASCSP), and the State of North Dakota
Provide technical assistance and training to Community Action Agencies on program administration, grants management, and compliance
Analyze grant applications and budgets for regulatory compliance and conduct financial reviews
Conduct in-office and on-site monitoring of Community Action Agencies; prepare formal monitoring reports and follow up on corrective actions
Develop, submit, and amend the North Dakota CSBG State Plan; coordinate public hearings and legislative presentations as required
Coordinate statewide data collection and complete the annual CSBG report
Organize and conduct workshops, seminars, and training for CAA directors, staff, and boards
Respond to requests for information from the public, Community Action Agencies, and state partners
Serve as a resource on low-income issues and support interagency collaboration

Required

Bachelor's degree in public administration, business administration, social sciences, finance, or a related field
Minimum of two years of relevant experience
Willingness and ability to conduct in-state and out-of-state travel for meetings, trainings, and on-site monitoring as required. Travel is primarily in-state (5%) and out-of-state (5%)

Preferred

Experience in program administration, grants management, financial oversight, compliance, or a related administrative role
Knowledge of basic principles of public or nonprofit program administration
Strong organizational skills with the ability to manage multiple priorities and meet deadlines
Strong written and verbal communication skills
