Sourcing / Procurement / Buyer / Purchasing (Assistant Contract Specialist)

King County’s Finance and Business Operations Division is seeking a Sourcing / Procurement / Purchasing Lead (Assistant Specialist) on the Goods & Services team. The role involves supporting procurement and contracting functions by collaborating with staff, suppliers, and contractors to ensure compliance and deliver high-quality service while managing requisitions and purchase orders.

Responsibilities

Interact closely with agency staff throughout King County, and work with suppliers and contractors to ensure that county business is conducted openly, inclusively, and provides the best value
Process requisitions, create purchase orders, and troubleshoot issues as needed in collaboration with internal and external stakeholders in King County’s financial and procurement systems. Monitor agency spend thresholds and help correct discrepancies
Respond to purchasing and contracting related inquiries from internal and external customers
Provide responsive, high-quality service by providing accurate, complete and up-to-date information, in a courteous, efficient and timely manner
Support the preparation of competitive solicitations and other sourcing activities. Participate in the development and review of bid specifications, tabulations, solicitation documents, scope of work, technical specifications, and contract terms and conditions
Compile project documentation ensuring complete and accurate auditable files. Ensure insurance requirements are met. Gather information for supplier disputes and respond to public disclosure requests
Update standard work documents and prepare statistical reports
Participate in process improvement projects to streamline operations and make processes more effective and efficient
Ensure compliance with applicable laws, regulations, contract terms, policies, and procedures

Required

Basic understanding of contract law, regulations, procurement methods, industry principles and best practices
Ability to communicate effectively and collaborate across functions, including facilitating discussions, leading meetings, resolving conflicts, working independently, and contributing as a team member, while demonstrating strong interpersonal, writing, and customer service skills
Intermediate level of technology proficiency using MS Office Productivity tools in your daily work
Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products
Ability to work with people from diverse backgrounds

Preferred

Oracle EBS, Oracle Cloud, or related experience utilizing procurement technology
Experience developing and conducting training
Procurement Certification(s) such as CPPB (Certified Professional Public Buyer)
Experience with LEAN processes and principles
Experience with SharePoint, MS Teams and other collaborative online tools
