SUPERVISORY CONTRACT SPECIALIST

Naval Facilities Engineering Systems Command (NAVFAC) is seeking a Supervisory Contract Specialist to join their Contracting Branch. The role involves providing administrative and technical guidance to contracting staff, overseeing pre and post award contractual actions, and ensuring compliance with applicable statutes and regulations.

Responsibilities

You will provide administrative and technical guidance, advice, and mentorship to contracting staff
You will perform and oversee the full range of pre award and post award contractual actions required in the procurement of construction, services, and Architect-Engineer (A-E) contracts
You will ensure support of Small and Disadvantaged Business Programs
You will communicate, identify, distribute and balance workload and tasks for assigned projects, establishing actionable events, milestones, deadlines and timeframes for completion
You will resolve grievances/employee complaints and when necessary, refer those that cannot be resolved to the appropriate party/contacts at Human Resources Office
You will ensure that all contractual actions undertaken in the administration of assigned contracts comply with applicable statues and regulations
You will ensure proper processes are followed in conducting contract close-out

Required

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: 1) Performing/overseeing the full range of pre and post award contractual actions required in the procurement of construction and A/E contracts
2) Support Small and Disadvantaged Business Programs
3) Provide administrative and technical guidance/advise/mentorship to staff
4) Communicate, identify, distribute and balance workload and tasks for assigned projects, establishing actionable events, milestones, deadlines and time frames for completion
5) Resolve grievances/employee complaints at the lowest possible level and when necessary, refereeing those that can't be resolved to the appropriate party/resource at HRO
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees
