Fiscal Analyst
Prince William County is seeking a Fiscal Analyst to join the Finance team. The role involves performing complex financial reconciliations and serving as the internal control representative for the Department of Parks and Recreation.

Responsibilities
Bank Reconciliations & Deposits: Comparing monthly totals for all deposits (cash, check, credit cards, etc.) received in the point-of-sale system against DPR’s depository bank account to ensure all monies are properly recorded in the county’s general ledger financial system. Researching and resolving any discrepancies identified during the reconciliation process
Cash Handling Audits: Conducting annual internal cash handling audits for both seasonal and year-round locations, including interviewing site cash handlers, reviewing documentation, documenting policy violations and process improvement opportunities, and presenting audit results to department leadership. Performing follow-up audits as needed based on audit scores and recommendations, and periodically evaluating the audit process to ensure alignment with current cash handling policies
Cash Handling Training: Assisting the Business Services team with cash handling training for all seasonal and non-seasonal DPR sites by collaborating with departments to ensure all cash handlers are properly trained and fully understand applicable cash handling policies
Banking & Change Funds: Overseeing the change fund process and serving as the seasonal site coordinator for obtaining and depositing funds. Acting as the primary point of contact for banking and merchant service inquiries, ensuring sites have appropriate banking supplies, and coordinating armored deposit service schedules for seasonal locations
Financial Reporting & Entries: Preparing and entering general ledger journal entries, completing monthly sales tax reporting, and performing other related duties as assigned
Qualification
Required
High school diploma or G.E.D
4 years of progressively responsible professional management analysis or fiscal analysis experience
Strong leadership, decision-making, and organizational skills
Ability to identify and initiate work tasks with minimal supervision
Effective communication with stakeholders at all levels
Strong attention to detail
Ability to organize work, set priorities, meet critical deadlines, and maintain flexibility while managing time efficiently
Proficiency in managing large data sets using Excel
Preferred
Bachelor's degree in Public or Business Administration, Accounting, or a related field
5+ years of professional management analysis or fiscal analysis experience
Knowledge of Generally Accepted Accounting Principles (GAAP) and internal controls
Experience in performing and documenting internal audits
Experience in completing complex reconciliations
Excellent Excel skills
Experience working with accounting software (Oracle) and point of sale software (RecTrac)
Knowledge of Prince William County's Parks and services
High proficiency with Microsoft Word, Excel, and PowerPoint
Experience working with an Oracle-based accounting system
