Accountant I

The City of Red Wing is seeking an entry level financial professional to join their team as an Accountant I. The primary objective of this position is to assist in maintaining the accounting functions of the city by ensuring the accuracy of accounting procedures and providing assistance to senior accounting staff.

Government Administration

Responsibilities

Independently perform general and technical accounting activities in the City to maintain and prepare accurate and timely fiscal records and reports including, but not limited to, detailed calculations, record keeping, bank reconciliations, preparing standard and adjusting journal entries for approval, and general ledger activities
Monitor, receive, process review, and reconcile cashiers’ remittances; problem solve and investigate discrepancies. Count and reconcile cash and checks and prepare for daily bank deposits
Collect, prepare, review, analyze, and interpret accounting data, financial reports, and provide necessary data, analysis, and recommendations
Provide backup to others in the Administrative Business Department as well as payroll and utility billing. Serve as the primary backup for bi-weekly payroll processing
Reconcile and balance various records, journals and ledgers, investigate discrepancies, trouble shoot, and make appropriate adjustments
Coordinate and fulfill records retention requirements for the Department
Track and maintain a comprehensive listing of all pending and current grants
Responsible for annual SAM (System for Award Management) registration
Prepare year-end summaries of all Grant and Intergovernmental revenue activity to ensure all revenues are properly recorded
Facilitate and assist departments with grant reporting requirements for all Federal, State, or other agencies through which grants are awarded
Set up files, spreadsheets, and other schedules as required or requested
Make recommendations regarding work processes and procedures in area of assignment
Assist in the preparation and presentation of the annual budget, annual audit, Annual Comprehensive Financial Report (ACFR), Popular Annual Financial Report (PAFR), Budget Book, Capital Improvement Plan (CIP) Book, and Truth-in-Taxation presentation
Assist with the budgeting process
Keep the Finance and Accounting Manager informed of all pertinent matters and assist in daily operation of the department and perform such other duties as are consistent with the tasks of the position and as may be assigned by the city

Required

Minimum of one (1) year of public accounting and finance experience and/or equivalent
Associate's Degree in Finance, Accounting, Business Administration, or related field or equivalent combination of education and/or experience
Knowledge of Generally Accepted Accounting Principles (GAAP)
Working knowledge of Government Accounting Standard Board (GASB) standards
Specialized knowledge in payroll processes and systems
Be able to read and understand correspondence, memoranda, and materials
Understand and follow financial controls implemented for compliance, fraud and theft protection pertaining but not limited to cash handling, Payment Card Industry (PCI) standards, and the Health Insurance Portability and Accountability Act (HIPAA)
Must have sound working knowledge of position principles, procedures, techniques, and equipment
Computerized accounting systems, Microsoft Office applications, and proficiency in spreadsheets
Thorough understanding of City's functions, policies, and procedures
Sound judgment and decision-making skills
Strong attention to details
Strong customer service skills
Demonstrated effective written and oral communication skills

Prepare a variety of financial reports and analyses with supporting statistics and data
Tolerate interruptions
Develop and maintain cooperative working relationships with a diverse group of associates including other professionals at the local, state, and national level and those providing services to the City
