Responsibilities

Full Lifecycle Management: Provide leadership for all contract activities, ensuring alignment with mission objectives, PWS compliance, and federal regulations
Performance Accountability: Assume full responsibility for the Contractor’s cost, schedule, and technical performance, ensuring all deliverables and service levels are met on time and within scope
Team Direction: Direct and manage all contractor personnel, providing leadership in team building, communications, time management, and procedure development
Guidance Dissemination: Serve as the conduit for disseminating guidance and direction from the Government to all subordinate Contractor staff
DevSecOps & Agile Execution: Possess and apply subject matter expertise in Development, Security, and Operations (DevSecOps) practices and tooling, implementing an Agile-based approach to project management
Technical Oversight: Provide oversight for software integration, configuration management, and quality assurance/quality control (QA/QC) processes
Requirement Management: Understand and manage the complexities associated with system requirements, identifying risks and implementing corrective action plans when performance deficiencies are identified
Primary Point of Contact: Serve as the Government's single focal point for management, direction, and administration, meeting frequently with key personnel (often on short notice) and maintaining strong relationships with CORs and technical leads
Status Reporting: Lead program meetings, briefings, and status reviews (including monthly status meetings) to inform stakeholders of program status, activities, priorities, and performance metrics
Problem Resolution: Identify opportunities or concerns during meetings, facilitate coordination between technical teams, and coordinate the resolution of identified problems
Project Planning: Develop and maintain a Project Management Plan (PMP) that establishes the framework for planning, scheduling, communications, and reporting
Oversee program budgeting, cost control, and resource allocation, ensuring efficient use of resources and effective staffing plans
Ensure compliance with reporting requirements by submitting Monthly Status Reports (MSR), Weekly In-Progress Reviews (IPR), and Problem Notification Reports (PNR) regarding cost, schedule, or performance risks

Required

10–12+ years of progressive experience in program/project management or operational leadership
5–7+ years of direct experience managing federal government contracts, task orders, or large-scale government programs
Bachelor's degree in Business, Management, Information Technology, Engineering, or related field (required)
Proven experience serving as a Program Manager, Task Order Manager, or equivalent leadership role on complex contracts
Demonstrated success managing multi-disciplinary teams across technical, operational, and administrative domains
Experience leading programs in regulated, mission-critical environments (e.g., DoD, DHS, federal civilian agencies)
Deep understanding of federal contracting environments, PWS execution, and compliance requirements
Strong decision-making, prioritization, and delegation skills
Exceptional written and verbal communication skills
Proven experience engaging with Government leadership, Contracting officers and CORs, and Executive stakeholders
Ability to translate mission needs into actionable operational plans
Experience leading briefings, reviews, and executive-level meetings
Strong operational understanding of IT, systems, or mission-support programs
Ability to oversee technical teams without needing to be the technical implementer

Preferred

Master's degree (preferred)
PMP, PgMP, or equivalent program management certification (strongly preferred)
Experience managing programs involving IT services
Experience managing programs involving Data systems
Experience managing programs involving Cloud environments
Experience managing programs involving Cybersecurity or compliance-driven operations (preferred)
