Technical Program Manager, Data Center Procurement Strategy

Responsibilities
Develop, implement, and govern a multi-year global procurement strategy to ensure supply chain competitiveness and resilience, while proactively managing the size, capability, and risk profile of the supplier pool through governance structures
Manage and optimize the end-to-end source-to-contract flow to maximize efficiency and speed, ensuring direct support for the velocity of the global construction pipeline and enabling data-driven procurement decision-making
Lead commercial discussions for programmatic and high-value capital expenditure agreements, establishing global and master framework agreements (GFAs/MFAs) that align with efficiency goals and drive value capture
Serve as the embedded commercial strategy partner to Engineering, Delivery, Legal, and Security teams, translating delivery models into market-ready procurement strategies and ensuring consensus on all supplier requirements to de-risk project execution
Qualification
Required
Bachelor's degree in Construction Management, Supply Chain Management, Finance, or a related technical field
8 years of experience managing cross-functional capital projects within the data center, real estate, or critical infrastructure sectors
5 years of experience with pre-construction program management, including project intake, planning, and defining delivery models
5 years of experience with agreement discussions and managing commercial relationships with Developers, EPCs, General Contractors, and A/E firms
5 years of experience translating technical delivery models into procurement strategies and managing supplier risk profiles
3 years of experience using data visualization tools
Preferred
5 years of experience demonstrating mastery of commercial strategy, specifically leading the execution of (GFAs/MFAs) and pivoting contracting methodologies (e.g., Guaranteed Maximum Price) to optimize risk allocation
5 years of experience acting as an owner's representative, leading teams across Engineering, Procurement, and Construction (EPC) to manage global supplier pools without direct authority
5 years of experience applying technical ability in the design and construction of critical facilities to lead partnerships with Developers, Architects, and Engineers
