Budget Analyst

The Virginia Department of Environmental Quality (DEQ) is the primary environmental permitting agency in the Commonwealth of Virginia. This position will perform various financial analyses and budgeting in a complex funding environment, assisting with budget development and management, and conducting financial analyses and reporting.

Responsibilities

Assist the agency's cost code managers in developing and managing the agency's internal budget
Perform complex financial analyses
Develop, produce and analyze monthly management reports
Assist with biennial budget development and General Assembly analysis
Perform budget to actual variance analysis and cash flow analysis
Track and analyze appropriations
Forecast revenues and expenditures
Perform special financial projects

Required

Considerable knowledge of generally accepted accounting principles
Considerable skill and experience in effectively analyzing, summarizing & communicating complex and detailed financial information
Considerable financial and management reporting skills and experience
Budget development, budget execution and budget management skills and experience
Ability to analyze large amounts of data and derive accurate conclusions, devise solutions, and make recommendations
Ability to effectively manage multiple projects concurrently and complete them on time and accurately
Knowledge of principles, practices and systems of accounting and budgeting
Interpersonal skills and experience in working both independently and with a team
Verbal, written and interpersonal communication ability with all levels of employees
Skill and ability in improving financial processes is a plus
Course work in accounting, finance, economics, mathematics or related field or a combination of education, experience and training
Considerable experience regarding the application of microcomputer software for analysis, data manipulation, and reporting
Experience analyzing and preparing reports regarding program budgets, expenditure data, and other financial information; managing multiple projects concurrently

Preferred

Professional certification in financial management (CPA, MBA, CGFM, or other)
