Engineering Aide III
Macomb County Government is seeking an Engineering Aide III to assist in various engineering tasks within the Roads Department. The role involves performing computer-aided design for construction plans, leading inspections for utility and road projects, and maintaining project records and material quantities.

Responsibilities
Acts as lead inspector of all miscellaneous utility construction within the influence of the area impacted by the construction project
Interprets, and processes topographic survey reports for the preparation of construction plans, and assists with preparation of project construction plans and documents
Performs mathematical calculations in road or bridge plan preparation
Calculates and plots grades for road and sewer profiles and geometric layouts
Assist in preparation of construction plans and layouts for road, bridge, culvert and other construction projects in accordance with current project needs
Ensures quantity and quality of materials and work performed meets specifications, plans and proposals
Maintains material quantity usage records and any other information used for determining contractor progress payments
Conducts reviews on consultant or contractor drawings for details and quantities and calculations of design work and quantities
Performs field testing on aggregates, concrete, and bituminous materials and performs density testing on soil and other field testing required for the individual project
Inspects construction in development of roads in subdivision and construction in or use of road right-of-way under special permits such as laying utilities or building driveways
Operates survey equipment to record physical features of terrain and various topographical features
Verifies proper signing, barricading and safety practices are followed by contractors
Ensures that area of work is properly restored when construction is finished
Performs drafting of strip maps to show Right of Way property needs
Prepares drawings of individual parcels of property affected by documents
Verify Right of Way information such as general inquiries, Right of Ways acquired or under acquisition, abandonment procedures or existing abandonments
Checks on encroachments in the field such as adjacent property owners putting up fences, signs, boulders, building or making other use of road right of way, advises violators of actions that must be taken
Assists in directing, planning and scheduling Right of Way department work such as estimating acquisition costs, relocation determinations, acquisition negotiations, Right of Way donations and exchange agreements
Trains and leads lower classification department employees in Right of Way activities
Contacts title and utility companies, appraisers and local offices such as Register of Deeds, Assessor, Treasurer, Zoning, Building, or Planning Departments
Reviews site plans to ensure adequate road Right of Way and drainage easements
Consults with Engineering and Traffic Departments during road widening/bridge improvement projects regarding minimum Right or Way, if reduction is required to house traffic control and road drainage facilities
In the absence of the Right of Way Agent, supervises, directs, plans and schedules Right of Way Department work
Reviews appraised project appraisals submitted by independent appraisers for accuracy and conformance with federal regulations in conjunction with the review appraiser for state and federal projects, as it related to property descriptions
Utilizes G.I.S. software
Performs related duties as assigned
Qualification
Required
A minimum of three (3) years of experience utilizing computer-aided design (CAD) is required of an Engineering Aide Ill in design program areas
A minimum of three (3) years' field engineering inspection
A minimum of three (3) years' experience with survey/instrument control
Possession of a valid Michigan driver's license and operable, insured automobile for authorized travel
Current accepted construction management procedures and construction methods
Current construction quality assurance practices
Word, Excel, Internet and E-mail and other related software
Establish and maintain effective working relationships with elected officials, Administrators, Department Heads, staff, union officials and the public
Ability to conduct oneself with tact and courtesy
Work in an environment which embraces the county's Dignity Campaign
Effectively speak, write and understand the English language
Understand and carry out oral and/or written instructions
Accurately organize and maintain paper documents and electronic files
Maintain the confidentiality of information and professional boundaries
Work independently
Preferred
Experience with performing various engineering duties, not limited to: construction plan interpretation, inspection report accuracy, inventory control, of tested stock and supplies, maintaining record-keeping system and computation of engineering data
Class A Commercial Driver's License (CDL) with air brake endorsement
Effectively speak, write and understand a language other than English is preferred
