The State of Hawaii is looking for a Security Analyst to join the Department of Transportation - Airports. The role involves supervising subordinate professionals, planning and directing their work, and developing security standards and procedures to safeguard systems and databases.

Responsibilities

Supervising subordinate professionals at the Entry and/or Journeyworker Band level in the performance of professional work
Planning and directing the work of subordinates
Assigning and reviewing their work
Advising them on difficult and complex problem areas
Timing and scheduling their work
Providing technical guidance and staff training and development
Conferring with user community to understand security needs
Planning, developing, writing, implementing and reviewing security standards, procedures, and guidelines to safeguard systems and databases against accidental or unauthorized modification, destruction or disclosure
Assisting in testing security products and control techniques
Assisting in communicating security procedures to users
Identifying regulatory changes that will affect data/information security and recommending appropriate changes

Required

Legal Authorization to Work: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States
Basic Education: A bachelor's degree from an accredited college or university
Excess Information Technology Experience as described below or any other responsible administrative, professional or analytical work experience which provided knowledge, skills and abilities comparable to those acquired in four years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge, skills and abilities
Specialized Experience: Four (4) to six (6) years of professional Information Technology (IT) work experience in the Security Analyst Specialty area which includes at least one (1) year of professional IT work experience comparable to the Journey worker Band B level in one of the IT specialty areas; or any equivalent combination of training and experience
Journeyworker: Performs complex professional work and exercises independent judgment, discretion and adaptation in determining an approach and applying broad concepts, subject matter knowledge, professional skills and techniques in order to successfully complete assignments and fulfill the full scope of responsibilities. Assignments require considerable knowledge of applicable laws, rules, policies, regulations and procedures in a subject matter area or field of expertise; and typically requires the analysis and understanding of various factors, conditions, processes, functions, etc., in order to formulate a feasible solution/work product. Controlling precedents, policies, procedures and decisions are not immediately apparent to problems being analyzed. Positions may be assigned work as a generalist, performing the full range of professional work from simple to highly complex assignments, but spends the majority of work time performing complex professional work. Positions may be assigned work as a specialist performing the full range of work in a specialized area encompassing a range of complexity from simple to highly complex work but spends a majority of work time performing complex work in the specialized area
Applicants must also possess one or a combination of the following: A) Supervisory Aptitude: Supervisory aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects of supervision (e.g., by serving as a group or team leader); or in similar work which opportunities for demonstrating supervisory capabilities exist; or by the completion of training courses in supervision accompanied by application of supervisory skills in work assignments; and/or by favorable appraisals by a supervisor indicating the possession of supervisory potential
B) Supervisory Experience: Supervisory work experience which includes: 1) planning, organizing, scheduling, and directing the work of others; 2) assigning and reviewing their work; 3) advising them on difficult work problems; 4) training and developing subordinates; and 5) evaluating their work performance

Security Identification Display Area (SIDA) Clearance - Federal Criminal History Records Check: In accordance with Federal regulations, persons who are being considered for employment in positions which require unescorted access to secured areas at the airport must undergo a pre-employment fingerprint-based criminal history record check. In order to be granted the SIDA clearance, prospective employees must not have been convicted, or found 'not guilty by reason of insanity,' of a disqualifying criminal offense within ten years from the date of the application. Upon recommendation for hire, prospective employees will be required to successfully undergo the fingerprint-based criminal history record check and be found free of disqualifying convictions during the preceding ten years. The cost for the records check will be the applicant's responsibility
