Executive Director of Benefits and Compensation
Charlotte-Mecklenburg Schools is seeking an Executive Director of Benefits and Compensation to oversee the administration of compensation, benefits, and risk management programs. The role involves ensuring compliance with laws and regulations while managing employee insurance programs and developing compensation strategies to attract and retain qualified employees.

Responsibilities
Adhere to all state, federal, and local laws, policies, and procedures
Lead, manage, supervise, and evaluate assigned staff/programs
Investigate, analyze, and formulate methods for handling special projects/reports
Manage and monitor departmental budget
Administer employee insurance programs including life, disability, and health insurance
Advise and inform employees of changes and developments related to benefits including eligibility, coverage, and provisions
Facilitate accurate and timely delivery of employer contributions and employee payroll deductions to carriers, plan administrators, or other appropriate service providers
Conducts employee surveys, census, and other research and demographic efforts required to collect accurate quotes from benefit providers
Identify and select vendors and plans based on quotes, available benefits, and prior experience
Monitor administrators' and insurance carriers' reports to ensure the organization's compliance with plan requirements
Maintain knowledge of trends, developments, and best practices in compensation and benefits administration
Develop, plan, and direct the district's compensation strategies and activities designed to enhance the district's ability to attract, hire, and motivate qualified employees while ensuring compliance with applicable federal, state, and local laws, rules, and regulations
Develop systems to monitor the effectiveness of compensation policies, guidelines, and procedures, recommending plan revision, structural adjustments, and/or new plans that are cost effective and consistent with compensation trends and objectives
Develop procedures for compensation administration, establishing guidelines for initial placement, promotional increases, and other changes in employee pay to ensure equitable pay
Oversee administration of the annual increase process, including development of cost estimates and implementation of increases
Collaborate with senior leadership staff to develop and implement compensation programs and strategies in support of organizational objectives
Complete local, state, or federal surveys and reports accurately and promptly
Participate/facilitate in professional development workshops and leadership training
Create an inclusive environment with positive communication/public relations
Perform related work as assigned or required
Qualification
Required
Bachelor's degree
Comprehensive in-depth knowledge and understanding of the principles, practices, and procedures of public school system policies and human resources programs
Comprehensive knowledge of federal, state, and local regulatory requirements applicable to school system human resources programs
Thorough knowledge of federal, state, and local policies/regulations regarding benefits, worker's compensation, ADA, FLSA, etc
Thorough knowledge of county and school board policies, procedures, and standards
Ability to maintain professional and emotional control under stress
Ability to reflect appropriate response to situations, while maintaining a professional and personal demeanor
Ability to learn and use specialized tools, equipment or software related to business needs
Ability to develop and monitor a budget
Ability to direct and evaluate the work of others
Ability to implement local, state, and federal rules, guidelines, and procedures into daily business operations
Ability to communicate effectively
Ability to reason, make judgments, and maintain effective working relationships
Ability to employ positive communication skills in all settings/mediums
Ability to problem-solve utilizing sound judgment
Ability to maintain confidentiality regarding school system business
Ability to develop related charts, graphs, reports, and records pertaining to school planning and strategy
Ability to take initiative, work independently, and exercise sound judgement
Ability to conceptualize, initiate, monitor, and evaluate new and/or current programs
Demonstrated ability to perform detailed work, planning, risk assessments, and associated risk mitigation actions
Demonstrated ability to work effectively in a deadline-driven, rapidly changing team environment
Preferred
Master's degree in Human Resources or related area
Minimum of five (5) years' leadership experience in benefits and compensation
