Responsibilities
Gather, analyze, and document business requirements, user needs, and system processes
Translate business requirements into clear user stories with acceptance criteria
Analyze policies and procedures to assess impact on automated systems and functionality
Perform quality assurance activities, including review of user stories, acceptance criteria, and non-functional requirements
Develop and execute test cases; support system testing and validation efforts, including manual and mobile application testing
Identify opportunities to improve business processes through automation and system enhancements
Assist in the preparation and review of project documentation such as project charters, project plans, test plans, and risk management artifacts
Support troubleshooting and analysis of system issues and recommend appropriate solutions
Coordinate with vendors and external partners to support project delivery and service requests
Develop training materials and conduct training sessions for internal and external users
Support deployment, installation, scope management, and acceptance activities
Maintain effective working relationships with stakeholders and vendors
Perform additional duties as required to support project objectives
Qualification
Required
4+ years of experience performing senior-level business analysis with limited supervision
Strong experience working in Agile environments, including participation in all Agile ceremonies (refinement, sprint planning, reviews, retrospectives)
Hands-on experience using tools such as Azure DevOps, Jira, or similar
Proven experience analyzing business processes and translating them into system requirements
Experience coordinating with vendors and managing deliverables
Strong background in quality assurance, including test case development and review
Experience reviewing complex project documentation and providing actionable feedback
Ability to develop training curricula and lead formal training sessions
Excellent communication skills and the ability to work directly with end users and stakeholders
Preferred
Experience supporting licensing or regulatory systems
Familiarity with license lifecycle processes, including application, renewal, and management workflows
Prior experience working with similar enterprise or government systems
