Analyst

The Judicial Council of California is seeking a Data Analyst to join their Statistics and Information unit. This role provides analytical and technical support for the Judicial Branch Statistical Information System (JBSIS), focusing on data validation, quality control, and analytics to enhance decision-making and public access to justice.

Responsibilities

Research, interpret, validate, and create technical specifications for JBSIS
Review legal code sections and collaborate with internal and external sources on the correct interpretation of laws, policies, and practices
Use subject matter and technical expertise to identify and define data elements associated with legislative mandates and Judicial Council priorities
Use advanced programming languages and other statistical software to test that JBSIS reports are configured correctly, and that data is mapped accurately based on data definitions
Provide technical assistance to the courts and troubleshoot data submission errors using data validation methods
Implement certification protocols ensuring that data submissions comply with JBSIS standards
Use advanced programming languages and other statistical software to produce data analytics identifying and summarizing data quality issues
Use advanced programming languages and other statistical software to develop internal data analytics and facilitate branch-wide data-driven decision-making
Use advanced programming languages and other statistical software to develop external data analytics and enhance public information and access to justice

Required

Bachelor's degree, and three (3) years of analytical experience in program analysis, development, implementation, research and/or evaluation
An additional four years of professional experience as noted above may substitute for the bachelor's degree
Or, additional directly related experience and/or education may be substituted on a year-for-year basis
OR Master's degree in a directly related field for the assigned discipline such as political science, public administration, statistics, mathematics, etc. that included qualitative and quantitative research
OR Two years as an Associate Analyst with the Judicial Council of California or two years of experience performing the duties of a class comparable in the level of responsibility to that of an Associate Analyst in a California Superior Court or California state-level government entity

Preferred

Proficiency in programming languages used for data migration, wrangling, and analysis (e.g., R, Python, SQL)
Proficiency in data visualization software such as Power BI and Tableau
Knowledge of statistical concepts and quantitative research design
Strong written and verbal communication skills
Critical thinking and problem-solving skills
Prior government work experience
Knowledge of court case processing
