TRANSIT OPERATIONS DEPARTMENT - PURCHASING & GRANT COORDINATOR
NEOGOV is seeking a Purchasing & Grant Coordinator for the County of El Paso. This position involves assisting various County departments in researching and identifying purchasing specifications, as well as writing grant proposals for various programs.

Responsibilities
Researches products and prepares bid specifications to elicit competitive bid for assigned commodities and services; reviews vendor’s proposals to determine compliance with stated specifications; creates and writes specs needed for RFPs, RFQs and other purchasing documents as necessary
Works with departments and reviews their specification work and provides feedback to improve such specifications as necessary
Reviews and resolves discrepancies in purchase orders and receiving documents; works to improve department purchasing processes from procurement to payment
Verifies accuracy and validity of documentation; works with auditors to ensure payment on invoices are accurate and paid claims are made timely; researches discrepancies and makes adjustments as necessary
Analyzes cost comparison and obtains quotes for purchase of commodities and services for County departments
Communicates daily with departmental users on purchase discrepancies, bid awards, etc
Compiles and compares information, prices, quantities and best product to complete a purchase order for routine supplies, equipment and services for the County and Departments
Researches and compiles information for special projects or reports to ensure completion by specified deadlines in accordance with outlined objectives and goals
Follows laws pertaining to purchasing
Assists in internal and external audits
Maintains records and archives files and records
Provides County leaders and personnel with information regarding funding needs that can be met through third party funding resources
Researches federal, state, and local government resources as well as private foundation grant offerings to identify those requests for proposals that can support programs and activities
Remains familiar with the County’s strategic goals and policy direction, analyzes grant opportunities for value and makes recommendation based on the analysis
Develops, writes, and edits grant proposals that support department programs and activities
Coordinates with the County’s Budget Department and Auditor’s Office to write, edit and manage grants as necessary
Assists with ensuring internal policies are being followed when applying for grants, accepting grant awards and budget amendments are being requested
Provides technical assistance to staff in responding to federal, state and local government requests for proposals as well as private foundation grant offerings
Maintains communication with federal, state and local government officials and representatives of private foundations to ensure that program funding needs are known and communicated on a regular basis
Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and
Creates a high quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills
Qualification
Required
Bachelor's degree in Public Administration or a related field with two (2) years of experience in public administration, including at least one (1) year procurement experience and/or one (1) year grant experience
Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities
Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso
Must have or obtain by date of hire a personal device capable of using multi-factor authentication to verify one's identity when accessing the County's network and systems
Knowledge of principles and practices of governmental purchasing and supply; government bidding and contract administration; state and federal codes, regulations and statues related to purchasing and contract compliance; principles and practices of grants writing and grants management systems; public and private grant resources; procedures and methods including computer keyboard operation; data gathering and research methods and techniques; the principles and practices of effective customer service; English usage, grammar, punctuation and spelling
Skill/Ability to utilize critical writing and prepare clear and concise reports and proposals; prepare specifications and evaluate items based on price and quality; prepare and process purchase requisitions and orders; create and maintain accurate records and reports; understand and carry out oral and written instructions precisely; maintain confidentiality of information, and establish and maintain effective and cooperative working relationships with those contacted in the course of work

Retirement benefits are provided by the Texas County and District Retirement Fund (TCDRS).
Employees may defer earnings, on a pre-tax basis, into a 457 deferred compensation program.
Full-time County employees are provided a basic life insurance benefit of $10,000 life insurance at no cost.
The Long-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period above 90 days.
The Short-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period shorter than 90 days.
Employees who retire from the County are eligible to continue Health Insurance at the rate set by the El Paso County Risk Pool Board.

Reimbursement of $15 per month for 6 months of continuous gym usage.

The Employee Fitness and Wellness Center opened in October 2021 at the County Courthouse. The cost is $5 per employee per month.
