Lead Vegetation Inspector
Harris County Flood Control District is dedicated to reducing the risk of flooding in Harris County. The Lead Vegetation Inspector is responsible for providing quality control and oversight of contract maintenance operations, including vegetation management and related activities, ensuring compliance with standards and regulations.

Responsibilities
Perform routine inspections of assigned areas to ensure vegetation management is completed in accordance with District standards
Inspect the District’s infrastructure, such as channels, detention basins, and buy-out lots, for needed maintenance
Document, photograph, and maintain daily reports summarizing project or work order progress, scheduling, workmanship, and deficiencies in maintenance standards
Maintain response time and properly prioritize all active, pending, and scheduled citizen service requests
Complete project work orders and schedule contractor work
Work directly with the program manager on maintaining project metrics (data, spreadsheets, scheduling)
Attend pre-construction meetings when needed
Oversee and provide guidance to a team of Vegetation Inspectors, ensuring adherence to maintenance standards and safety protocols
Document the work performance of Vegetation Inspectors to ensure services are delivered in a consistent and timely manner
Train vegetation inspectors on vegetation management operations, standards, and contract management
Review and approve maintenance inspection logs
Report information collected from vegetation inspections to ensure work is compliant with District maintenance standards and contract specifications
Collect and review documentation for payment, including delivery tickets, invoices, product labels, planting records, and calculations supporting approved materials and quantities
Maintain daily records of work performed by contractors
Prepare invoice estimates for monthly contractor payments
Perform vegetation management inspector duties as assigned
Assist with changes to contract specifications
Assume additional responsibilities as required, adapting to the District’s evolving environmental goals and operational needs
Qualification
Required
Bachelor's degree from an accredited four-year college or university in Civil Engineering or a similar curriculum
Five (5) years of verifiable experience that includes any combination of engineering planning, design, and construction management
Requires experience with stormwater drainage design and construction
Valid Class 'C' Texas Driver's License
Professional Engineer Registration (State of Texas)
Excellent written and verbal communication skills
Ability to read all types of maps and drawings, especially civil construction plans
Knowledge/understanding of construction standards, practices, and techniques
Can work independently with limited supervision
Excellent organizational skills
Ability to prioritize and manage multiple projects and/or assignments
Excellent knowledge of Microsoft Office applications
Familiarity with SharePoint and Adobe Acrobat Professional
Excellent skills using project management tools and systems
Can work well with the public, interest groups, government agency personnel and external organizations
Preferred
Bachelor's degree or higher in natural resources management or a related field
Prior inspection experience in interpreting drainage and flood control vegetation plans and inspecting vegetation installations
Prior supervisory experience in a natural resources field
