Responsibilities

Performs developmental assignments. Performs developmental assignments of moderate difficulty where work procedures are established, and several specific guidelines exist. Work assignments consist of a series of specific and related tasks that have been selected to orient the employee in the practical application of basic occupational principles, concepts, and techniques. Assignments are combined with training to further develop analytical skills and techniques in the occupation. Assistance in solving problems is available from the supervisor or a higher-graded specialist
Performs recurring assignments. Independently performs recurring assignments of limited, but gradually increasing, difficulty and complexity. The employee is responsible for locating and selecting the most appropriate guidelines and procedures for application and making minor deviations to adapt the guidelines to specific cases. Analyzes routine problems encountered and resolves them. Refers deviations, problems, and unfamiliar situations to the supervisor for assistance
Participates in special initiatives, studies, and projects. Works with other specialists in planning and conducting special initiatives, studies, and projects. Assists in preparing reports and briefings outlining study findings and recommendations
Prepares written correspondence and other documentation. Drafts or prepares a variety of documents to include newsletter items, responses to routine inquiries, reports, letters, and other related documents. Uses automated system to effectively process personnel actions in accordance with the Guide to Processing Personnel Actions and local personnel systems checklists as required

Required

A high school diploma or general education development (GED) diploma is required
Must have one year of basic knowledge and working experience in personnel programs gained as a volunteer, in a classroom, or as a trainee
Have basic knowledge competency of human resources business elements and can discuss terminology, concepts, merit principles, and issues related to this competency
Experienced in using reference and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments
Must have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description
Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, benefits transactions, quality force management, managing personnel records and researching record data
Experience performing personnel transactions
Experience working independently and setting priorities with very little supervisory control
Experienced in operating a computer, utilizing multiple computer programs, and performing keyboard functions
Skilled in collecting and analyzing data effectively, efficiently, and accurately
Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication
Ability to write English in reports and presentation formats
Ability to communicate clearly and effectively
Skilled in presenting formal training presentations and briefings
Ability to assess body language and perceive emotional and/or distress levels
Skilled in applying procedures and directives by reading and interpreting program material
No substitution of education for specialized experience

Preferred

An undergraduate degree from an accredited college/university is desired
A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum
