Program Management Specialist

The Library of Congress is the national library of the United States and is part of the Legislative Branch of the Federal government. The Program Management Specialist will provide strategic direction, oversight, and management for establishing and maintaining organizational plans, program goals, and objectives within the Financial Services Directorate.

Responsibilities

Provides strategic direction, oversight and management to establishing and maintaining organizational directional plans, program goals and objectives
Determines key milestones and targets for success, and maintains a continuous review of the program’s status and performance evaluation activities
Understands the various operational components of the Library and their roles in implementing new projects and forming partnerships
Draws on knowledge of agency and organizational program goals to anticipate needs, requirements, problems, opportunities, developments, and trends so that new efforts can be planned and integrated with current programs and priorities
Coordinates the implementation of projects and partnerships with relevant areas of the Library and ensures external organizations can support the proposed projects or activities
Designs, coordinates and conducts a wide variety of comprehensive studies and detailed analyses of complex functions and processes related to the directorate’s program planning and management
Applies a wide-range of qualitative and/or quantitative methods to assess and improve program effectiveness and/or complex management processes
Selects and/or devises suitable analytical techniques appropriate to evaluate findings and make authoritative recommendations to the CFO
Identifies relevant issues based on operational and program changes and requirements which are complex, undefined, and often require the input of multiple analysts and/or subject matter experts across organizational units
Gathers and analyzes pertinent operational and/or organization information from multiple, varied, difficult to access, and/or unrelated sources
Plans, organizes and directs team study work on assigned projects
Coordinates analysis studies on identified issues, which involve highly significant program or policy matters and have a directorate-wide impact
Defines the parameters of the studies, resources, and stakeholders
Identifies and proposes solutions to program problems that are of major importance to the organization
Prepares and contributes to reports and other presentations on program planning and evaluation
As a key representative of the Chief Financial Officer, serves as one of the primary advisors on the organization’s operations and implementation of various programs and initiatives, including special projects
Provides authoritative advice and guidance to senior management staff and officials at multiple levels of the agency; senior staff of other Federal, state, and local government agencies; and private sector clients and vendors on agency matters
Ensures that the FSD organization fosters and maintains a high level of customer service, accountability, and support, including but not limited to resolving financial management issues and communicating progress, problems, and suggested solutions to service unit customers and Library management
Serves as a subject matter expert and lead advisor to the CFO on the directorate’s workforce management activities
Formulates short and long-range plans and recommendations which serve as the basis for substantive changes in the organization and for optimizing the administration of Office programs and use of resources
Serves as an authorizing official and operating fund manager for FSD appropriated and non-appropriated accounts
Creates and monitors spending plans and oversees staffing, acquisition forecasts, and other non-pay commitments to ensure that FSD resources are directed to priority efforts
Provides recommendations to the CFO on program initiatives and issues involving mission-critical policies, organization, workload, resources, procedures, and methods
Provides technical assistance and critical staff support related to the overall fulfillment of the financial management mission of the Library
Leads or participates in complex management studies and reviews, including those with wide or significant effect upon organizational structure, policy, processes, operations, fiscal control and economy and those where the scope or boundaries of the studies may be broad or largely undefined
Coordinates with senior management to oversee and/or complete special projects, program and studies and recommends solutions for FSD-wide issues
Serves as the CFO’s primary liaison with persons and groups both inside and outside of the Library within the assigned area of administrative responsibility and program management
Represents the CFO and the Library in high-level meetings with groups inside the Library, and with legislative branch agencies and other federal and private officials and organizations
Addresses Congressional inquiries at the direction of the CFO
